Job Announcement

Supports the Department of Human Resources with the development and implementation of the department’s Equity Impact Plan, as well as countywide initiatives, particularly those driven by the One Fairfax Policy and initiatives. Works collaboratively with countywide stakeholders on diversity, equity, and inclusion initiatives and will build networks within and across county departments to promote diversity, equity, and inclusion.

Serves as a technical advisor and knowledge leader on matters related to diversity, equity, and inclusion in human resources areas (e.g., recruitment, hiring, retention, pay, promotion) to inform policy, practice, programs, and processes within the department, across departments, and with external groups. Develops and implements initiatives to support county departments in attracting, retaining, and promoting a diverse talent pool. Develops, provides, and/or procures real-time and self-paced in-person and virtual training to management and staff to create awareness and understanding of diversity, equity, and inclusion concepts such as inclusive workplace practices, cultural competency, and microaggressions, aligning with currently delivered trainings. Develops and implements activities, to include training and events, to build an inclusive work environment.

Coordinates with departmental equity leads and the countywide One Fairfax policy director and staff to develop and help sustain short term and long-term plans for integration of an equity focus into county business operations, and decision making, leading and organizing the work of cross functional and cross system teams with diverse perspectives and backgrounds that result in policy, practice, and/or process changes that produce more equitable results.

Collects and analyzes data, quantitative and qualitative, on employee compensation, climate, retention, and promotion across county agencies to understand and address patterns of inequity. Work can include research, analysis, and interpretation of data to make recommendations to County leadership.

Note: The assigned functional areas of the position are diversity, equity, and inclusion, training and workforce engagement, human resources, project management, public policy and public administration.

Illustrative Duties

  • Directs and manages long-term, large-scale, high-priority, sensitive programs/projects that are multi-disciplinary and involve multiple agencies;
  • Manages a group of professionals engaged in diverse administrative and management support activities;
  • Establishes and implements program policies, develop and manages the budget for designated programs;
  • Ensures County programs reach the intended populations and targeted benefactors;
  • Directs research and evaluation of trends in applicable areas of responsibility;
  • Develops long- and short-term goals, objectives and solutions for division;
  • Interfaces with central County staff departments (such as DMB, DHR, Finance, Purchasing and Supply Management) for seamless collaboration;
  • Provides consultation on strategic planning, organizational development and redesign projects;
  • Prepares for and presents to County Board of Supervisors (or Committee) regarding areas of expertise and responsibility.


Required Knowledge Skills and Abilities

  • Ability to manage professional and paraprofessional employees including coaching, counseling, training, and evaluation.

MINIMUM QUALIFICATIONS:

Any combination, experience, and training equivalent to")Graduation from an accredited four-year college or university with a bachelor's degree in fields related to the assigned functional areas; PLUS Five years of professional work experience within more than one of the assigned functional areas.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Master's degree in human resources, public administration, public policy, business administration, organizational development, education, or related field;
  • Experience in racial equity and social justice work;
  • Knowledge of the barriers to, and practice that help organizations and institutions achieve racial and social equity;
  • Demonstrated project management experience;
  • Ability to research, analyze, and interpret policy and/or legislation;
  • Demonstrated experience participating on and facilitating cross-departmental teams.
  • Ability to develop and maintain working relationships with diverse coworkers and community members;
  • Collective impact, results based accountability;
  • Demonstrated experience operating in collaboration with partners and stakeholders;
  • Experience working in public sector;
  • Demonstrated strong written and verbal communication skills.
