Summary
The Office of Accident Investigation and Prevention is the principal organization within the FAA with respect to aircraft accident investigation and all activities related to the National Transportation Safety Board (NTSB). Our mission is to make air travel safer through investigation, data collection, risk analysis, and information sharing.
Duties
The incumbent serves as the Manager, Program Management Branch, AVP-220, in the Aviation Safety Analytical Services Division, Office of Accident Investigation and Prevention, AVP. The incumbent will perform duties to meet its customer support, program support and program development responsibilities; i.e., Aviation Safety Information Analysis and Sharing (ASIAS), development of data collection, analysis, and information sharing in support of AVS initiatives. Provides technical oversight of projects intended to improve the collection, analysis and sharing of aviation information to improve safety worldwide. Integrates work to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments (program, budget, etc.) for a major organization.
Supervisory responsibilities: Directs the work of subordinate employees for multiple organizational units/projects/programs and across multiple functions and/or disciplines within a major subdivision. Managerial duties typically affect managers and employees for more than one organizational unit/project/program, and include: strategic planning; communicating the organization's vision and objectives: setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.
The incumbent is responsible for participating in the management and direction of the branch activities, and serves as an advisor to the Division Manager on policy, management and program matters.
Work is typically governed by established policies, procedures and mission objectives, which leave considerable room for discretion. Provides guidance to subordinate managers and employees for preventing and resolving problems without the intervention of higher-level management except where LOB/SO or FAA-wide interests are at stake.
The incumbent participates in the development of strategic management plans, business/operating plans, and resource estimates for the branch. He/she serves as the service liaison to senior FAA and DOT officials, other high government agency and industry representatives to identify and analyze emerging risk and future hazards and trends in the air transportation system; develop and implement the capability to monitor, identify and analyze trends and hazards in the air transportation system.
The incumbent negotiates AVP involvement, identifies and manages participants, and leads special projects and tasks that support service goals and objectives through special assignments, projects, and/or studies. Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of administrative policies and procedures and a comprehensive understanding of the AVP, AVS and the FAA. The incumbent will advise and consult with senior FAA, DOT officials and industry stakeholders on the identification of systemic hazards, risks, and recommended options. Work includes complex project/programs based on the objectives of the AVP and AVS and frequently the FAA.
Individual and organizational performance is typically reviewed periodically through organizational performance measures to determine success in achieving planned results. Has broad discretion to ensure the alignment of all projects/programs with the tactical and strategic (short-term and long-term) objectives of the major subdivision and LOB/SO.
