Summary

This position is in the Headquarters Office of Federal Lands Programs (HFLP), Office of Federal Lands Highway (FLH), of the Federal Highway Administration (FHWA). The FLH Office is responsible for administering the nationwide Federal Lands and Tribal Transportation Program (FLTTP) and other transportation programs. This position serves as the national program manager and provides oversight of the asset management program that entails the mission, functions, activities, laws, and regulations.

Duties

As the National Program Manager, you will:
  • Serve as a National Program Manager to the Director on developing and implementing plans and projects in support of achieving asset management program objectives.
  • Lead the development and/or updates of asset management standards and related data collection, reporting and evaluation methodologies and policies with stakeholders to promote consistency.
  • Lead process reviews of asset management practices and how asset management data informs programming decisions funded from Title 23.
  • Coordinate the development and presentation of training on asset management related topics.
  • Represent FLH with State and Federal agencies, and other FHWA offices regarding asset management policies and activities. Render decisions and recommendations and FLH commitments regarding matters within these complementary functional areas.

The ideal candidate has experience managing and/or leading people to develop, deploy and monitor a portfolio of asset management activities and projects, supporting a broad range of functional areas, with a diverse set of internal and external stakeholders.

CONDITIONS OF EMPLOYMENT:
  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
  • TELEWORK ELIGIBILITY: This position is approved for occasional telework. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and if applicable, approval of additional officials. You are required to report to the office on a regular basis since this is not a full-time telework position, or approved as a remote work position.
  • CERTIFICATION: You are required to obtain and maintain a FAC-COR Certificate Level I.


Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience for the grade at which you are requesting consideration. For the GS-14:

On Experience, you must have at least one year of experience, equal or equivalent to the GS-13 grade level, which included:
  • Experience administering transportation asset management programs, policies and practices combining engineering principles with sound business administration practices; AND
  • Experience providing policy, direction, and oversight for an organization's asset management program with both technical staff and executive leaders from internal and external organizations; AND
  • Experience managing budget(s) and funding for a portfolio of projects that supports a range of functional activities.

You cannot qualify based on education, you must meet the specialized experience.
