Summary

Position is located within the FAA, Aviation Safety (AVS), Office of Rulemaking (ARM). The Program Analyst applies regulatory, policy, and process management strategies to the FAA petitions for exemption and rule-making programs focused on providing improved aviation safety through timely and appropriate regulatory action.

Duties

The Program Analyst performs multiple and varying assignments under limited direction of a manager. Applies experience and advanced knowledge of analytical methods and techniques to analyze the effectiveness of the exemptions program. Typical assignments may include tracking and analyzing data and information to ensure compliance, identifying problems, initiating the coordination process and exemption closeout procedures, and assisting higher and lower-levels staff in day-to-day operations. Acts as an individual contributor in supporting the team and performs some leadership functions by ensuring that documents are consistent with current regulatory practice, and of the highest quality.

Collects, tracks and analyzes quantifiable data to use in establishing performance metrics inside the exemptions program to track how quickly program offices within the agency are responding to petitions for exemptions. Resolves most problems and work issues without the assistance of a manager or experienced professional. Refers to managers and professionals who are more experienced problems that require their attention. May help them develop and recommend solutions. Provides guidance to less-experienced professionals in day-today operations.

Analyzes petitions for exemption that request relief from current requirements to identifies problems in petition documents that may not conform to regulatory requirements. Assists in regulatory research to determine if 1) the petition meets Part 11.81 requirements as stated in the electronic code of federal regulations, 2) the petition is even necessary, and 3) the petition sets a precedent. The Analyst utilizes various database or repositories collect and analyze data for identifying whether a petition for exemption previously has been granted or denied. Track and analyzes exemption data to assist in responding to a regulated community requesting relief from specific regulations or requirements.

Recommends improvements to systems and processes based on analytical data. Analyzes plans and procedures to provide senior analyst with supporting data to develop resolution to complex problems and improve aviation safety. Demonstrates considerable independence in planning time and using assigned resources to accomplish tasks or small exemptions related activities, including the initial review of the document, routing the document, reviewing any changes, and the closeout steps such as preparing the document for signature.

Duties at the I-band:

The Program Analyst performs multiple, varying, and complex assignments under minimal direction of a manager. Applies experience and comprehensive knowledge of the analytical and evaluative methods and techniques to review regulatory policies and management strategies and processes to improved aviation safety through timely and appropriate regulatory action. Evaluates regulatory policies to ensure program compliance with agency rule-making regulations and for use in exemption documents. Designs and recommends solutions to complex problems and may work with management and/or more experienced professionals to solve problems. Uses established policies/procedures for guidance regarding most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or develop new approaches.

Conducts regulatory research and studies to ensure program alignment with agency policy on exemption documents. Evaluates the organization, methods, and procedures for providing administrative support systems such as records and documentations, including disposition of final exemption documents. Performs trend analysis to improve program efficiency through its performance in meeting goals and objectives of the organization.
