Summary

This position is located in the Safety Management Transportation (SMT) Office of the Office of Safety, Federal Railroad Administration (FRA). Each SMT consists of a main office and may include a satellite field office which has jurisdiction over an entirety of a railroad system covering a multi-state geographical area. The incumbent is responsible for the planning and execution of administrative actions that support the goals and objectives of the Office of Safety.

Duties

An Administrative Officer, will:
  • Assists SMT leadership in the maintenance of sound budgetary controls to determine the availability of funds and ensure that funds are used in accordance with the operating budget.
  • Prepares purchase requests and acts as Contracting Officer's Technical Representative for procurement actions and maintains procurement and contracting records.
  • Responsible for reviewing and initiating all personnel actions.
  • Performs analysis on statistical data for accidents, incidents, casualties, etc. to prepare and compile presentation material for use at meetings; compiles data to analyze safety trends for SMT planning purposes for inclusion in the annual safety plan.
  • Prepares summary safety reports, presentations and briefing materials for the Railroad Administrator and Deputy Railroad Administrator as assigned.

The ideal candidate for this position is an experienced Administrative Officer who has expertise in various administrative functions including cost center management, oversight and leadership for the office personnel program staff, office services management, and contracting and procuring supplies and services.

CONDITIONS OF EMPLOYMENT:

  • GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • REMOTE WORK: This position may be eligible for Remote Work. Remote work is an arrangement in which an employee works at an approved alternative worksite (e.g., from home) that is at a location away from the agency worksite. Remote work location will be determined upon/after selection and may affect locality pay. The difference in salary is determined by the locality pay in each location. Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
  • Experience in developing, controlling and executing the administrative operating budget.
  • Experience in preparing procurement requests.
  • Experience applying laws, regulations, policies and procedures for functions related to administrative support, such financial, time and attendance, travel and training for at least one year.
  • Experience in applying analytical and evaluative methods to an administrative operating budget for at least one year.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of administrative organizational functions, policies, programs, major issues, program goals and objectives, work processes and administrative operations.
  2. Skill in applying analytical and evaluative methods and techniques to perform office administration duties such as preparing budget and financial reports and developing and implementing administrative procedures.
  3. Knowledge of pertinent laws, regulations, policies, procedures, and techniques for federal financial accounting and budgeting to prepare and review budget estimates, develop budget justifications and exercise funds control.
  4. Knowledge of pertinent laws, regulations and Orders pertaining to a variety of administrative functions including, but not limited to procurement, time and attendance, travel, and training to provide advice, answer questions from management and employees, and oversee the completion of various forms and reports.
  5. Ability to communicate effectively with others to present recommendations to management and obtain support for their implementation or negotiate modifications; and to provide training and guidance on administrative duties to support employees and customers.
  6. Skill in written communication to write or review materials such as budget justifications, administrative reports, and award nominations.
