We are looking for someone is highly motivated, brings enthusiasm, and has multi-disciplinary engineering experience. Performs compliance, engineering, and project management work for the I-95 Landfill Facility, the I-66 Transfer Station, and the Newington Collection Facility under general supervision of the Engineer V. Provides technical analysis and engineering support in the fields environmental and regulatory compliance, landfill gas management and utilization, air quality, stormwater & wastewater management, groundwater monitoring and remediation, and design and construction management activities at any of the locations operated by the Fairfax County Solid Waste Management Program.

Requires regular operation of a motor vehicle to drive to/from construction sites, offsite meetings, training and/or conferences. As a designated Emergency Service Personnel the employee in this position must fulfill emergency services duties and comply with Solid Waste and DPWES safety programs and guidelines.

The Solid Waste Management Program provides solid waste collection services for approximately 45,000 homes, operates a transfer station and ash landfill, regulates solid waste services, provides education and outreach to the community, and leads sustainability initiatives to promote zero waste goals for Fairfax County. SWMP is a national and state recognized program having received accreditation from the American Public Works Association and awards from the Virginia Environmental Excellence Program. The foundation of this success is SWMP’s diverse and growing work force of approximately 350 employees all working to the singular goal of keeping Fairfax County clean, healthy, and sustainable.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.

CERTIFICATES AND LICENSES REQUIRED:
  • Valid driver's license.
  • DEQ DPOR Class 2 Waste Management Facilities Operator License - Completion of training class within 12 months of hire.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a driver's license check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  1. One year experience leading diverse groups of professional, technical and field staff in public infrastructure management including design, construction, environmental compliance duties, or maintenance activities.
  2. One year experience with project management.
  3. Experience designing solid waste related facilities and retrofits.
  4. One year Experience performing or administrating environmental compliance inspection programs.
  5. Experience with management of stormwater, wastewater, groundwater, and air pollution.
  6. Knowledge and experience with landfill/transfer station operations.

PHYSICAL REQUIREMENTS:
Ability to stand, sit, walk, stoop, bend, stretch, climb, kneel, crouch, reach, and crawl in order to perform duties. Ability to lift up to 25 pounds without assistance and greater than 25 pounds with or without assistance. Manual strength and dexterity are required to lift and handle materials. Ability to walk, negotiate or traverse property sites that may be undergoing construction or having terrain that is not level. Visual acuity is required to read and operate electronic & field monitoring equipment. Physically and mentally able to use all applicable personal protective equipment in an outdoor and/or industrial environment, including hardhat, eye protection, hearing protection, safety footwear, long pants, and sleeved shirt. Ability to work in adverse weather conditions and temperatures. Ability to operate a motor vehicle. All duties performed with or without reasonable accommodations.
