Come work for Fairfax County’s nationally accredited Department of Public Works and Environmental Services (DPWES) to lead our award-winning Stormwater Planning Division (SWPD) in reducing flood risk and protecting local watersheds and the Chesapeake Bay. We are looking for a collaborative, innovative leader ready to apply state-of-the art stormwater management and project implementation while planning for the current and future needs of over 400 square miles of land and 3,800 miles of streams, channels, and stormwater pipes in Fairfax County.

DPWES seeks a Stormwater Planning Division Director to lead a diverse group of more than 50 professional and technical staff as one collaborative, creative, and productive team. The SWPD Director will oversee the following:
  • Planning for countywide stormwater needs including modeling water quality and quantity.
  • Managing Fairfax County’s National Flood Insurance Program (NFIP) and state-regulated dams.
  • Performing countywide watershed monitoring and outreach.
  • Designing capital projects to fulfill stormwater needs.
  • Implementing and enforcing regulatory requirements from Fairfax’s Municipal Separate Storm Sewer System (MS4) permit requirements and other federal, state and local regulations.
  • Managing emergency response for flooding and assisting in all DPWES emergency response.
  • Establishing and fulfilling a Capital Improvement Program in collaboration with partners across the County and beyond.

This position is required to be available 24 hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as needed basis.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for “Any combination, experience, and training equivalent to”) Graduation from an accredited college or university with major course work in engineering, environmental sciences or a related field; PLUS nine years of progressively responsible engineering or environmental sciences experience in stormwater management programs and ecosystem improvement; three years of which must have been in a supervisory capacity.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, credit check, and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Professional engineer, landscape architect, land surveyor, or related licensure or certification as a Project Management Professional
  • Ten or more years implementing a stormwater management program.
  • Ten or more years leading staff in implementing a public works or related program.
  • Ten or more years devising and tracking performance measures for monitoring project costs and effectiveness.
  • Ten or more years of experience successfully communicating with elected officials and government executives in writing and verbally.
PHYSICAL REQUIREMENTS:
Able to communicate with the public. Physically and mentally able to use all applicable personal protective equipment in an outdoor environment, including hardhat, eye protection, hearing protection, safety footwear, and personal fall arrest harness. All duties performed with or without reasonable accommodations.
