Job Announcement

Directly oversees the McLean Community Center finance and procurement functions. Assists with the development of the MCC’s annual budget. Oversees and manages the operating, capital, and gift funds for all MCC divisions throughout the fiscal year. Monitors all expenditure and revenue and ensures all actions are coded correctly. Ensures all federal, state, county and MCC fiscal, procurement and budget policies and procedures are followed and recommends changes as needed. Presents proposed budget to Governing Board and public. Works with the county’s Department of Information Technology to oversee the agency’s IT equipment and functions. Works u nder general supervision.

Additional duties include:
  • Supervises the finance and procurement staff.
  • Prepares and presents budget presentations to the Governing Board and the public at Board meetings.
  • Uses county systems to track all agency finance and budget transactions.
  • Prepares and analyzes financial reports and makes recommendations accordingly.
  • Reconciles the agency’s operating, capital and gift funds to ensure all expenditures and revenue are correctly coded.
  • Attends governing board finance committee and full board meeting as needed.
  • Prepares year-end and quarterly reviews for each program and whole agency.
  • Develops and ensures agency compliance for all policies and procedures for all finance and procurement functions.
  • Ensures staff and managers are properly trained in county financial and procurement systems.
  • Reviews and analyzes agency’s technology needs and priorities.
  • Oversees scheduling and installations of hardware and software.
  • Ensures all electronic equipment is up to date and keeps track of agency IT equipment.
  • Primary point of contact for agency IT security matters.
  • Coordinates and oversees all audits for MCC with the Fairfax County auditors.

Note: The assigned functional areas of this position are financial management, procurement and P-Card management.

Schedule: Occasional evening, weekend and holiday work is required. This is a full-time dual-incumbered position not to exceed six months beginning in July 2023.

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least six credit hours of basic accounting principles and concepts; plus two years of professional-level finance or business administration experience. A master's degree in a related field or CPA may substitute for one year of experience.

CERTIFICATES AND LICENSES REQUIRED:
  • CPR (Required within 3 months)
  • First Aid (Required within 3 months)
  • AED (Required within 3 months)


NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position will be required to complete a criminal background check and Child Protective Services Registry check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Bachelor’s degree in accounting, finance, business management or other related field plus five or more years of experience the finance, accounting or other related field.
  • Three or more years of experience supervising staff.
  • At least three years of experience working with finance software such as SAP, Oracle, etc.
  • Three years of experience with budget development and management.
  • Proficient knowledge of GAAP.
  • Knowledge of Microsoft Office (Word, Excel, Outlook, Teams, SharePoint, etc.).
  • Ability to run reports and understand analytical data.
  • Must possess strong oral and verbal communication and organization skills.

PHYSICAL REQUIREMENTS:
Work is generally sedentary. However, may require some walking, standing, and bending. Visual acuity is required to read data on computer monitor, incumbent must be able to operate keyboard driven equipment. Must be able to communicate with others verbally and in writing. May require lifting of up to 25 pounds. All duties performed with or without reasonable accommodations.
