Summary

The Department of Transportation is looking for Transportation Specialists. You will be responsible for developing and implementing transportation policies and programs and providing technical guidance on regulations, policies, strategic planning and coordination of programs and affiliated initiatives and activities.

Duties

As a Transportation Specialist, you will:
  • Perform a wide variety of research and analytical studies relating to the development and formulation of Department policy in transportation infrastructure.
  • Analyzes, formulates, and recommends departmental policies, plans, and guidelines related to infrastructure policy regarding public policy on infrastructure issues affecting the transportation sector.
  • Analyze and determines the application of appropriate domestic and international infrastructure regulations, policies, procedures, legislation, proposals, techniques and technology in the transportation sector. Provides direction and/or advice at key decision points and helps ensure that policy decisions, strategic plans and reports are accurate, timely and adequately documented.
  • Provide advice on all matters and initiatives related to transportation infrastructure across the Department and encourages modal administration to adopt these strategies and initiatives. Identifies areas where initiatives in safety, mobility, and other areas can have infrastructure-related benefits for improving transportation systems' performance and efficiency in public and private organizations.
  • Reviews legislative regulatory and programmatic proposals related to infrastructure policy and works with the modes to support Departmental programs involving grant related initiatives to support established programs by the Secretary of Transportation to improve the infrastructure framework of the United States of America.

OST is looking for an experienced motivated and self-reliant candidate willing to learn and adapt to change in working with skilled professionals analyzing transportation.

CONDITIONS OF EMPLOYMENT:
  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • PROBATIONARY PERIOD: Varies by position and is determined by the hiring agency. If selected, a one-year or two-year probationary period may be required.

  • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • BACKGROUND INVESTIGATION: You may be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • SECURITY CLEARANCE: Varies by position. If applicable, you must be able to obtain and maintain the appropriate security clearance of the position to which appointed.
  • TELEWORK ELIGIBILITY: If selected for the Washington, DC or Cambridge, MA duty station, the position is approved for occasional telework and you are required to report to the office on a regular basis. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and if applicable, approval of additional officials.
  • REMOTE WORK: Remote work may vary by position, so this position may be eligible for Remote Work. Remote work means the residence is the full-time official duty location. The difference in salary is determined by the locality pay in each location. If selected for a remote work position, you must have access to high speed internet and cell phone service meeting current Agency standards from the approved work location within the Contiguous United States and sign a remote work agreement.


Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:
  • Experience researching, identifying, and analyzing transportation infrastructure (i.e., bridges, aviation airports, railroads, navigable waterways, roads, public works projects, etc.) or other infrastructure, project development or financing program data to discern interrelationships and provide factual/analytical information for use in reports or policy decision makers.

To qualify for the GS-11 on Education alone, you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
  • Experience researching, interpreting, or applying Federal transportation funding/aid laws, regulations, standards, policies, and procedures for transportation projects.
  • Experience communicating transportation data and/or program information to a variety of audiences.

You cannot qualify on education at the GS-12 level; you must have experience.

To qualify for the GS-13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
  • Experience in managing projects/programs to implement strategies that advance transportation programs or policies; AND
  • Experience providing advice and/or technical assistance to State, local, or Federal practitioners or to the private sector on issues dealing with transportation safety.

To qualify for the GS-14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
  • Experience independently developing and managing projects/programs or leading teams to implement strategies that advance transportation programs or policies; AND
  • Experience in formulating and advancing agency goals or project/program management related to transportation.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform transportation infrastructure, policy, and/or program management work; works with, understands, and evaluates technical information related to the development of infrastructure financing, promoting innovation in transportation infrastructure, and administering grant programs; consulting skill and advises others on technical issues; and a high degree of writing and oral communication skill.
  2. Stakeholder Management - Knowledge of the concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative).
  3. Written and Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and writes in a clear, concise, organized, and convincing manner using correct English grammar, punctuation, and spelling in a succinct and organized manner for the intended audience.
