Job Announcement

Fairfax County’s Solid Waste Management Program (SWMP) seeks an experienced Complex Manager who is highly motivated and brings enthusiasm to our Solid Waste Collections operation. This position leads agency operations for residential solid waste, recyclables, and yard waste collections.

Manages and directs Fairfax County Solid Waste Collection operations located at our Newington Complex, which has a staff of over 120. Oversees the collection of solid waste, recyclables, yard waste and electronics for 44,000 residential customers and county agency facilities. Leads customer service operations for the residential Sanitary Districts approved by the Board of Supervisors and assists with coordination within the Agency to oversee the sub-contracting of new and existing sanitary district routes. Guides the overall operation of the facility including safety, compliance, performance metrics, budget, and financial requirements. The manager is also required to operate a motor vehicle in the performance of their duties, and to/from construction sites, offsite meetings, training and/or conferences. Position is designated as Emergency Service Personnel. Employees in this position must fulfill emergency service duties and comply with Solid Waste and DPWES safety programs and guidelines.

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited college or university with a bachelor's degree in environmental sciences, engineering, construction management, or a related field; plus six years of experience in an environmental, engineering or construction management program, which includes one year of supervisory experience.

CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, driving record check, and a credit check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
The successful candidates possess the following: three or more years of Solid Waste experience; three or more years supervising trade staff; and three to five years working collections and/or three to five years working in the heavy construction industry, an environmental or related field.

PHYSICAL REQUIREMENTS:
Ability to sit, stand, walk, bend, crouch, stoop, and reach. Ability to lift 25 pounds without assistance and 25 to 50 pounds with or without assistance. Manual dexterity needed in the performance of duties and to operate keyboard driven equipment. Ability to effectively communicate in English with the public and employees both orally and in writing. Ability to hear, listen, and speak in an area where large vehicles and equipment are in motion. Ability to read, write, and interpret written documents. Ability to work in adverse weather conditions and temperatures. Ability to work in an environment where household hazards exist. Ability to operate a motor vehicle.
