Job Summary:
Westat is seeking a Junior Human Resources Business Partner (Jr. HRBP) to join our team. The Jr. HRBP will perform a broad range of activities that support the company's business operations in an environment that strongly promotes collaboration and professional development. This role will be part of a continuous improvement effort to increase the effectiveness of HR. The position requires a high level of professionalism with an opportunity to develop a broader view of HR though involvement in projects with a varying degree of complexity. 

The Junior Human Resources Business Partner is responsible for aligning business objectives with employees and management in designated business units. The position formulates partnerships across the HR function to deliver value-added service to management and employees that reflects the business objectives of the organization.  

Job Responsibilities: 
•     Consults with line management, providing HR guidance when appropriate. 
•     Manages and resolves employee relations issues. Conducts effective, thorough, and objective investigations. 
•     Maintains in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks, and ensuring regulatory compliance. Partners with the legal department as needed/required. 
•     Provides day-to-day performance management guidance to line management (e.g., coaching, counseling, career development, disciplinary actions). 
•     Works closely with management and employees to improve work relationships, build morale, and increase productivity and retention. 
•     Provides HR policy guidance and interpretation. 
•     Identifies training needs for business units and individual executive coaching needs. 
•     Analyzes trends and metrics in partnership with the HR group to develop solutions, programs, and policies. Create employee engagement programs to increase retention. Performs other related duties as assigned.

Basic Qualifications: 
•     A Bachelor's degree.  
•     A minimum of 3 years of experience in Human Resources resolving employee relations issues, developing engagement opportunities and a broad knowledge of talent acquisition and human resource compliance for government contractors. 
•     Working knowledge of multiple human resource disciplines. 
•     Project Coordination.

Preferred Qualifications: 
•     SHRM Certified Professional (SHRM-CP). 
•     Prior experience in a government contracting environment. 
•     Demonstrated experience with HR systems (Workday preferred). 
•     Ability to comprehend, interpret, and apply the appropriate sections of applicable laws, guidelines, regulations, ordinances, and policies.   
•     Ability to acquire a thorough understanding of the organization's hierarchy, jobs, qualifications, compensation practices, and the administrative practices related to those factors.
