Summary

This position serves as a trusted partner and solution provider for FAA's senior leadership. FAA is seeking an individual with excellent motivation and leadership skills, one with vison and who is able to scan the horizon for what is coming up, while keeping abreast of what is happening in the organization.

Duties

The Deputy Director, Office of Financial Management, provides strategic direction and operational oversight over financial policy, the FAA's financial systems, and the agency audit. The incumbent serves as the agency's liaison with the Office of Inspector General and its auditors on financial statement audit issues, findings, and recommendations. The Deputy Director has responsibility for oversight of FAA accounting operations performed by the Enterprise Services Center at the Mike Monroney Aeronautical Center; the preparation and reporting of agency financial statements; financial statement audits; financial internal controls and conformance with financial system standards. The Deputy Director oversees the FAA-wide financial and travel policy, including oversight of the travel card program for 30,000+ cardholders, agency financial and acquisition systems, and their attendant business processes. They provide management and oversight of the capitalization of agency assets valued at over $11 billion; and reimbursable accounting. The Deputy Director oversees a budget of approximately $86 million and leads a geographically-dispersed organization composed of approximately 130 positions.

Specific responsibilities include:

Guides and monitors implementation, improvement, and operation of core agency financial management and acquisition systems. Develops efficient, streamlined business processes that support successful operation of these systems. Provides subject matter expertise in the long-term planning and integration of all financial and mixed financial (acquisition, property, inventory, HR/payroll) systems to ensure conformance with financial system requirements and consistency with Chief Financial Officer and Chief Information Officer direction.

Engages on financial and audit matters with Department of Transportation, Office of Management and Budget, Office of Inspector General, and General Accountability Office. Serves on executive-level decision-making groups as assigned to resolve financial management mission-critical issues and to provide expert managerial and technical advice and guidance on financial matters.

Operationalizes financial and travel policy to ensure effective/efficient agency operations and statutory/regulatory compliance.

Serves as a subject matter expert on the tracking, recording, and reporting of agency financial information. Advises on financial management aspects of managing agency programs to ensure financial data integrity and compliance with established business processes in support of line items on agency financial statements. Responsible for overall performance of the annual agreement for accounting services with the Enterprise Services Center.

Directs capitalization program and processes on agency asset portfolio valued at over $11 billion. Responsible for ensuring timely capitalization of assets for fair and reasonable presentation of agency financial statements. Leads efforts for continuous process improvement on the overall management of agency capital projects that produce assets in coordination with key FAA organizations.

Qualifications

As a basic requirement for entry into the FAA Executive System, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Leadership and Technical Requirements listed below.

Describe ways that you have mentored and developed employees and built individual and team performance. Discuss how you have established and led teams to deliver products and services.   • LEADERSHIP REQUIREMENT: Do you have experience building relationships? If yes, describe (1) the types of individuals with whom you routinely collaborate; and (2) the purpose and outcomes of the communication. Discuss your experience in communicating and cooperating with others to achieve goals. Provide examples of how you have built relationships to achieve consensus and how you were able to obtain the cooperation of others with competing priorities and perspectives. Describe how you effectively communicate information within and outside of your organization.
  • LEADERSHIP REQUIREMENT: Do you have experience leading strategic change? If yes, describe examples of strategic changes that you led for your organization; describe the entities that the change affected (agency, industry, organizational components). Discuss obstacles you encountered and how you overcame them to the benefit of the agency. Include in your description ways that you applied long-range vision, developed strategies, and applied innovative ideas and techniques.
  • TECHNICAL REQUIREMENT: Experience providing high-level oversight of an organization's core financial management and acquisition systems to include implementation, enhancements, and innovative improvement efforts in collaboration with major stakeholders.
  • TECHNICAL REQUIREMENT: Experience leading an organization's financial audit in collaboration with major sponsors (e.g. Department of Transportation, Office of the Inspector General, representatives of other government agencies, or non-financial entities) for financial statement audit complex issues, findings, and recommendations for corrective actions.
