DPWES is a nationally-recognized Utility of the Future responsible for maintaining more than 3,000 miles of sanitary sewers, 60+ pump-stations, and a NACWA Platinum Award winning 67 million gallon per day treatment plant.

The plant is seeking a regulatory engineer with a passion for the environment to perform regulatory compliance duties and associated engineering, project management, and any tasks assigned to ensure reliable regulatory compliance.

Under the supervision and guidance of the environmental regulatory compliance program manager, this position is primarily responsible for the following tasks:
  • Supporting regulatory program which includes regulation monitoring, planning and implementing compliance wastewater strategies, regulatory reporting and records keeping for various environmental permits including, but not limited to, biosolids, air and stormwater.
  • Supporting other facility programs, including, but not limited to, energy, sustainability, greenhouse gas emissions, asset management, etc.
  • Assisting with capital improvement project, process improvement and miscellaneous operation and maintenance support.
  • Performing other related tasks as assigned.

Position may be underfilled as an Engineer II; the Underfill Requirements are stated below in the Employment Standards section.

Illustrative Duties

Depending on the functional area of assignment:
  • Performs all the duties of the Engineer II and as applicable;
  • Prepares designs using CAD software, prepares cost estimates, and performs construction contract administration for sanitary sewers, stormwater facilities, solid waste facilities, transportation facilities, and other county projects with defined objectives, priorities, budgets, and deadlines;
  • Interacts with external engineering, environmental and construction contractors, ensuring the best use of county resources and timely completion of projects;
  • Solves complex project design or construction challenges such as unsuitability of conventional materials or methods, minimizing disruption of operations during phased construction, minimizing disruption to the public;
  • Prepares project cost estimates and schedules for various project types;
  • Mentors and leads less experienced staff in day-to-day business or for special projects;
  • Reviews plans submitted by Architectural and Engineering (A&E) firms for county projects to determine if they meet design requirements, and for cost and compatibility with county standards, guidelines and operational needs and verifies invoices for payment;
  • Provides project quality control for consultant designs and construction documents;
  • Reviews and approves subdivision and site plans and associated plans/studies;
  • Reviews operations for regulatory/permit compliance;
  • Reviews and approves (or rejects with explanation) shop drawings and third party quality control inspection reports submitted pursuant to "Special Inspections Requirements" under the Virginia Uniform Statewide Building Code and the Fairfax County Special Inspections Program;
  • Reviews hydrological studies based on land use and topography for the delineation of flood plains;
  • Coordinates and resolves utility conflicts;
  • Manages multi-discipline projects of ranging complexity, type and scope;
  • Maintains project files and documentation;
  • Conducts final inspections of projects installed by contractors, developers or individuals;
  • Provides direction and oversight of environmental monitoring;
  • Leads in design project feasibility studies and develops design criteria for engineering consultants;
  • Conducts field inspections of commercial construction projects to verify compliance with associated building code requirements of the Virginia Uniform Statewide Building Code;
  • Reviews and approves plans in accordance with the Virginia Uniform Statewide Building Code;
  • Meets with customers to explain building plan deficiencies and reviews and processes subdivision plats, reviewing all revisions concerning access, street location, site distance, and traffic safety;
  • Leads design and construction meetings, manages design and construction contracts;
  • develops project scopes, budgets and schedules;
  • May serve as a Team Leader;
  • Conducts preliminary meetings with design professionals to discuss code issues related to their projects;
  • Prepares and presents reports to boards and commissions;
  • Recommends revisions in the county Code and related documents;
  • May be required to sign/seal work performed as a Professional Engineer or Registered Architect;
  • May administer the section in the absence of the supervisor;
  • Attends meetings and conferences;
  • Prepares reports, studies, design analysis and evaluations, contracts, and bid documents.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.

UNDERFILL REQUIREMENTS:
This vacancy may be underfilled at the level of Engineer II (Grade S24, $62,693 - $104,489). The employment standards for the Engineer II are: Any combination of education, experience, and training equivalent to graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus one year of professional experience in the appropriate engineering field. Upon completion of an underfill agreement (which will require that the employee meet the employment standards stated above in addition to obtaining competencies defined by the hiring agency) the employee will be elevated to the level of Engineer III. Underfill candidates must be able to meet the minimum qualifications of the Engineer III within two years of the job announcement's closing date.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a driver's license check, and a pre-employment physical examination to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
The successful applicant must be highly motivated; possess the skills necessary to work in a fast-paced collaborative team environment; organized, and detail oriented as it relates to regulatory compliance. Other preferred qualifications include:
  1. Experience ensuring compliance with and knowledge of the Clean Water Act and Clean Air Act and associated federal and state regulations as they relate to wastewater facilities,
  2. Process, maintenance, and/or and operational experience and/or knowledge relating to large scale (>35 MGD) advanced wastewater treatment plants, and
  3. Outstanding oral and written communications skills.

PHYSICAL REQUIREMENTS:
Ability to write, communicate and perform inspections and evaluations in the field; and perform engineering analysis. Must be able to walk, climb stairs and 28 ft. ladders. Ability to work in diverse weather. All duties performed with or without reasonable accommodations.
