Work that Matters.  The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing and development of affordable housing and community development lending.  DHCD has an immediate opening for a Program Manager III, Asset Disposition/ Workout Manager in the Business Loans Asset Management division.   Located in the Division of Credit Assurance, the Business Loans Asset Management group’s purpose is to ensure the performance and security of business loans made by DHCD and the quality of the communities surrounding those businesses.   The goal of this activity is to ensure the viability of the State’s assets and the benefits to low- and moderate-income Marylanders.  This position is responsible for assisting the Deputy Director of DCA and the Director of Business Loans Asset Management with creating strategies and implementing steps for the workout of problem loans, monitoring and analyzing DHCD’s business loan portfolio to identify compliance and risk concerns, working with borrowers to address underperforming loans, and developing plans and strategies for the workout, restructuring, enforcement and/or dispositon of at risk or defaulted loans and assets. 

 

This position assists in oversight of DHCD’s portfolio managed by DCA. DCA Business Loans Asset Management provides asset management for a growing portfolio of business loans under Neighborhood Business Works Program (NBW), with an outstanding aggregate loan portfolio balance of well over $36.8 million, serving entrepreneurs from all over the State of Maryland. DCA also manages DHCD’s portfolio of over $1.8 billion in loans secured by multifamily housing complexes and a variety of other loans and funding sources deployed in the State of Maryland.
