The Wastewater Design and Construction Division (WDCD) in Capital Facilities (CAP) is seeking engineers with project management experience in design and/or construction who will be responsible for all phases of contract administration for a variety of wastewater capital improvement projects in the Collection Branch. Projects include design and construction for major and complex wastewater treatment, collection and transmission, sanitary sewer, and pump stations.

The Project Manager will be responsible for the following:
  • Manages all aspects of both design and construction work from initial scope development to construction close-out.
  • Manages all aspects of planning and procurement of professional services during the design and bid phases.
  • Participates in technical reviews and coordinates with various internal and external agencies during the detailed design phase.
  • Manages construction contracts to ensure quality, timely delivery, and cost effectiveness. Avoids claims, resolves/negotiates contract disputes, and solves complex engineering and construction problems.
  • Reviews inspection reports and takes any appropriate action necessary to correct conflicts or deficiencies.
  • Occasionally responds to sanitary sewer emergencies when engineering consulting services and/or construction contracting resources are needed.

Note: Multiple positions may be filled from this recruitment. The full salary range is listed for the pay grade. MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.

CERTIFICATES AND LICENSES REQUIRED:
  • A valid driver's license.
  • Possession of a valid Virginia Professional Engineer or Architect license.
An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity.

Please note that if the selected candidate is licensed in another state, they will be required to obtain a Virginia PE or RA license through the reciprocity process within twelve (12) months of the award letter date as a condition of employment.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  1. Project Management Professional (PMP) certification or Certified Construction Manager (CCM) certification.
  2. At least three year of experience in planning, budgeting, design, construction, project management, and construction contract administration of wastewater treatment and collection projects.
  3. Knowledgeable of various wastewater treatment and collection processes and operations.
  4. At least three years of experience applying local, state, and federal environmental regulations.
  5. At least three years of experience in managing multiple capital projects concurrently.
  6. At least three years of experience in conducting public meetings on capital project issues.
  7. Intermediate to advance experience with Microsoft Office software (Word, Excel and PowerPoint).
  8. Intermediate information technology skills including AutoCAD, GIS, MS Project/Primavera.

PHYSICAL REQUIREMENTS:
Must be able to physically negotiate rough terrain and typical construction sites. Ability to hear normally in order to recognize backup alarms of the construction equipment. Able to safely climb construction ladders up to 15 feet and able to go up and down stairs. Ability to produce hand written and typed documents. All duties performed with or without reasonable accommodations.
