PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature; however, incumbent is required to frequently move about to perform office work such as accessing files, attending meetings, making presentations, operating general office equipment, and performing other essential job duties; may be required to move items up to approximately 15 pounds in weight. Ability to read information on a computer monitor; effectively communicate; operate keyboard-driven equipment and computer. All duties performed with or without reasonable accommodations.

Fairfax County’s Department of Housing and Community Development is seeking an analytical professional with excellent communication skills to join the team that oversees federal affordable housing and community development grant activities:
- Coordinates, develops, implements, and monitors program goals, strategies, plans, policies and procedures to ensure financial and programmatic compliance for Housing and Community Development projects/programs.
- Interprets regulations and all other related federal requirements.
- Analyzes policies and information.
- Prepares requests for proposals, performs underwriting of project readiness, drafts contracts and other documents.
- Presents and reports on matters related to federal, state, local, private, non-profit programs and Fairfax County Department of Housing and Community. Development/Fairfax County Redevelopment and Housing Authority initiatives.
- Conducts research and identifies other resources and opportunities for collaboration and program improvement.
- Prepares annual and other related program reports which includes leading or assisting with the Consolidated Plan, Annual Action Plan, Consolidated Annual Performance and Evaluation Report (CAPER) and the Integrated Disbursement and Information System (IDIS).
- Leads or staffs regular meetings of stakeholder affordable housing and community development community groups and represents the agency before public bodies.
- Provides technical assistance and training for staff, nonprofit organizations, and other partners.
- Assists the associate director and division director in the general administration, programmatic and financial management of the grants and funded activities.

PREFERRED QUALIFICATIONS:
- Proven ability, knowledge, and direct experience in administering and monitoring the full range of U.S. Department of Housing and Urban Development’s (HUD) federal Community Development and Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) grant activities, such as affordable rental and homeownership activities, tenant-based rental assistance, affordable housing or community development acquisition or rehabilitation projects, nonprofit organization contracts, and financial management;
- Experience with IDIS and/or specialized programmatic data management and reporting;
- Team leadership skills and experience in working with the public, elected officials and government agencies;
- Ability to manage multiple deliverables and assignments using effective multi-tasking, organization, and technology skills;
- Ability to establish priorities that accurately reflect the importance of the job and accomplish departmental goals and objectives,
- Ability to work independently and follow through on assignments with minimal direction;
- Excellent analytical, oral and written communication skills; and
- Advanced knowledge of Microsoft Office software (Word, Excel and PowerPoint).
