Job Announcement

Directs the activities of the Community Education and Providers Services (CEPS) program of the Neighborhood and Community Services Early Childhood Division / Office for Children. Oversees the county's regulation of family child care homes, administers the USDA Child and Adult Care Food Program, and provides professional development for child care providers. Provides guidance and supervision for program managers and staff. Oversees staff development and community partnerships. Develops and modifies program policies in response to changing needs as well as federal, state and local regulations and mandates. Participates in the development, enhancement and administrative oversight of automated systems and business processes that ensure smooth program operations. Provides leadership for the implementation of the Fairfax County Equitable School Readiness Strategic Plan, and participates in the Ready Region / Virginia’s unified early childhood system implementation team. Monitors program budgets. Makes presentations before various groups regarding program activities. Works with county agencies, community partners, early childhood educators, and other members of the child care community on issues of mutual concern.

Supervises a staff of child care professionals and has overall responsibility for all aspects of their programs;
Supervises preparation of the division's budget and monitors program expenditures;
Evaluates the effectiveness of division programs;
Conducts service needs assessments;
Represents the agency in meetings with public and private-sector officials and with the general public;
Provides staff support to the Board of Supervisors.

As Director of the Division of Community Education
Oversees program evaluation;
Supervises preparation of the division budget;
Supervises the development and production of media and training materials;
Provides agency representation for publicity and public relations;
Makes presentations to professionals in the field and to the general public;
Represents the agency at regional, state, and national meetings and conferences.

Required Knowledge Skills and Abilities

Extensive knowledge of day care administration and child development programs;
Demonstrated skills in needs assessment and strategic planning;
Excellent skills in oral and written communication;

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education and experience and training equivalent to the following:

Bachelor's degree from and accredited four year college or university in early childhood education, psychology, social work, business or public administration, or a related field; plus at least five years of progressively responsible experience managing a large professional staff engaged in providing direct service to meet the child care needs of working families and their children.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license

PREFERRED QUALIFICATIONS:
  • Master’s degree in early childhood education, social services, human services, or related field.
  • At least five years of experience managing the administrative functions and day-to-day operations of human service programs.
  • Extensive experience working with family child care programs, nutrition programs, monitoring compliance of programs standards and regulations.
  • Demonstrated history of successful leadership, collaborative relationships, project management and excellent qualitative and quantitative analytical skills.
  • Strong oral and written communication skills, ability to make verbal presentations.
  • Extensive supervisory experience and providing guidance to staff.


NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, a driving record check, and a credit check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
Incumbent may be required to do some walking, standing, bending, and carrying of items up to 25 pounds. Ability to operate keyboard-driven equipment. Ability to communicate verbally and in writing. Sufficiently mobile to attend meetings at various locations and make presentations to county staff and community. All duties performed with or without reasonable accommodations.
