Works as a supervisor leading a team of inspectors who enforce compliance of Chapter 109.1 of the Fairfax County Code to the regulated community and stakeholders. Recommends resolutions to management for non-compliance cases. Interacts with County, State and Federal agencies to ensure compliance resolution and enforcement. Reviews the work of subordinate inspectors and the compilation of data for various financial, compliance and analytical purposes. Meets with the regulated community and stakeholders, provides solution recommendations to agency leadership. Serves as the subject matter expert on:
  • The county's Solid Waste management ordinance (Chapter 109.1);
  • General compliance and enforcement techniques;
Conducts presentations to external groups on code requirements and works with civic groups and other stakeholders to resolve solid waste issues. Conducts field inspections of businesses and private refuse collection operations. Prepares, reviews and trains the Enforcement unit for changes in industry practices, field conditions, and changes in laws and regulations.

Note: The appointee to this position will be required to be available twenty-four hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as-needed basis.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four year college or university with a bachelor's degree in a field of study directly related to the industry being regulated such as engineering, architecture, urban planning, biological or environmental science, public administration, law enforcement, legal studies or a related field; plus two years of progressively more responsible complaint resolution and/or code enforcement experience in the industry being regulated.

CERTIFICATES AND LICENSES REQUIRED:
A valid motor vehicle driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:
  • Two years of direct experience in compliance and enforcement tactics in a field setting;
  • Two years of demonstrated experience working with the public, commercial establishment owners/operators, and other community stakeholders on environmental issues;
  • Knowledge of local municipality solid waste management system, particularly operations and/or code enforcement;
  • Three years of experience in solid waste management, particularly in collections;
  • Demonstrated supervisory experience;
  • Three years of experience utilizing Microsoft Word, Excel, Power Point, and Outlook;
  • Demonstrated experience utilizing a complaints management database such as FIDO or PLUS.

PHYSICAL REQUIREMENTS:
Ability to stand, walk, sit, use hands to finger, handle, or keyboard, reach with hands and arms, stoop, talk and hear. Ability to lift up to 20 pounds. All duties performed with or without reasonable accommodations.
