The Fairfax County Health Department is seeking an entry to mid-level Business Analyst to support various program systems and software. Assigned systems may include practice management and electronic health record system, environmental health/inspection applications, laboratory information systems, pharmacy systems or other administrative and program area applications that support the department's program activities.
Under direction from the Health Department lead Business Analyst and Informatics and IT manager, the position will provide technical and administrative support in the following areas:
The Business Analyst will become a subject matter expert to assigned health department systems to provide user solutions, troubleshoot bugs, and recommend enhancements to Health Department management and program area staff.

EMPLOYMENT STANDARDS:
Any combination of education, experience, and training equivalent to the following:

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background, a child protective services check and driving record check to the satisfaction of the employer.
This position is considered essential personnel.
PREFERRED QUALIFICATIONS:
PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, however, entails walking, standing, sitting, climbing stairs, reaching and bending; uses hands to grasp, handle, or feel. Employee may be required to lift or carry up to 25 lbs. occasionally. Visual acuity is required to read data on a computer monitor, digital display and audio visual instrument. Incumbent must be able to operate keyboard driven equipment and computer. Ability to drive a vehicle. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Generally, works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting. All duties performed with or without reasonable accommodations.

- Perform analysis of program business needs
- Document business requirements and system workflows
- Participate in stakeholder and user interactions (i.e. meetings, email communications, trainings, among others.)
- Provide system documentation in the form of user guides, job aides, etc.
- Define reporting requirements and develop reports
- Perform various levels of system administration
- Provide trainings and end-user help desk support within the Department.
- Support the management of software licenses, invoices, purchase orders, and policies
- Act as a liaison between our Health Department and Department of IT partners

- Familiarity with or work experience in an IT or technical environment specifically with requirements gathering, design, and implementation of IT solutions within a Government entity (specifically within human services systems and/or public health).
- Knowledge of effective business analysis methods, practices, and techniques.
- Ability to train employees in the use of hardware and software.
- Demonstrated experience in requirements analysis, application design, user training and documentation.
- Experience or familiarity with various technical tools - MS SharePoint environments, O365 applications, and various reporting solutions (i.e. Crystal Reports, Cognos, Power BI, Tableau, SSRS, etc).
