This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.

As a Supervisory Management and Program Analyst, you will assist the Division Director, Chief Information Officer (CIO) and other supervisors within OIT in planning the information technology management activities in the HRSA.

Specifically, you will:
  • Supervise and manage the Branch to ensure prompt and competent IT service and support for Section 508 compliance and Records Management.
  • Lead and participates in the investigation of new and improved technologies and/or services and recommends adoption of developments that will enhance the effectiveness of the services being provided in meeting both current and future customer requires.
  • Represent the IT organization in interagency forums for promoting IT requirements to ensure the accomplishment of overall Agency objectives and priorities for Records Management, Section 508 compliance and Capital Planning, Establishes and analyzes performance standards, measures, and user satisfaction surveys relevant to computer operations in the Agency
  • Analyze agency-wide programs, functions, and activities to determine whether the management systems currently in use efficiently accomplish tactical objectives and whether they are consistent with Departmental and Administration directives and policies.
  • Recommend, design, develop, and implement marketing policies and program strategies to promote Section 508, Records Management and Capital Planning information technology (IT) services and products.

MINIMUM QUALIFICATION REQUIREMENTS:

In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Examples of the minimum qualifying specialized experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis:
  • Developing policies and procedures for the planning, development, and implementation of information technology systems and ensuring that the governance objectives are met.
OR
  • Conducting periodical assessment for IT investment management and associated trend analysis to provide advice to senior-level officials
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
