In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience interpreting policies, procedures and standards; determination of appropriate document format; identifying and resolving discrepancies; performing various analytical studies; experience revising/rewriting correspondence; provides orientation to all new employees on matters pertaining to the control and preparation of correspondence.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
You must meet all qualification requirements within 30 days of the closing date of the announcement.

- Analyzes incoming documents and decides whether incoming materials require the attention of the Executive Secretariat Director or should be routed to the appropriate IHS/HHS official. Reviews, edits, and rewrites material submitted for clearance by members of IHS staff and is, therefore, frequently called upon to interpret the rationale for the policy and procedural changes.
- Sets priorities for completing actions within the constraints of available resources, workloads, and schedules of key officials. Keeps abreast of changes in correspondence protocol and procedures for meeting timeliness and quality demands.
- Provides quality control management of controlled documents agency-wide to ensure conformity with established policies and standards. Provides advice, technical guidance, and consultation to IHS Headquarters and Area personnel regarding various correspondence policies, procedures, and standards.
- Establishes and maintains a system of reference materials from which information is drawn to reply to congressional correspondence and inquiries. Analyzes and interprets existing procedures and systems and develops and supervises the maintenance of new or varied techniques such as mail control, tracking records, filing procedures, automated processing, and information retrieval system for documents and other reference materials maintained and routed through the Executive Secretariat.
