Senior Vice President, Track and Structures Marketing Statement:

The Office of Infrastructure at the Washington Metropolitan Area Transit Authority (Metro) is seeking candidates for the new role of Senior Vice President, Track and Structures. The Office of Infrastructure inspects, maintains, and rehabilitates all track and structural fixed assets throughout the Authority, and delivers Metro's capital investments to keep these assets in a state of good repair. The Senior Vice President will have the unique opportunity to build the new Track and Structures Department in the Office of Infrastructure. This senior level role will develop and execute a preventative maintenance program for all track and structure assets to include 260 miles of mainline track, 100 miles of tunnel, and 35 miles of aerial structures. Successful candidates will demonstrate previous experience in leading large teams, developing strong relationships with senior leaders and their teams, solving organizational and engineering challenges, promoting collaboration, establishing a culture of safety, and delivering solutions that meet our customers' needs.

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.
SUMMARY
The Senior Vice President, Track and Structures: Engineering, Maintenance, and Capital Delivery is responsible for the inspection, maintenance, engineering, and state of good repair and capital delivery program for 260 miles of mainline track, 100 miles of tunnel, and 35 miles of aerial structures. The incumbent is primarily responsible for successfully developing and executing a preventive maintenance program on all track and structures assets. This includes the development and execution of inspections, repairs, as well as the engineering required to complete this work. It also includes the related procedures associated with the maintenance, inspection, and repair work for these assets. The incumbent is ultimately accountable for the documentation and reporting of the results of these program and efforts. The incumbent is responsible for 700+ employees, all related contractors and a $300 million portfolio of maintenance and capital work. In addition, the Senior Vice President, Track & Structures assists the Executive Vice President, Chief Infrastructure Officer, Senior Executive Team (SET) and the Board of Directors (BOD) in accomplishing the objectives of the Authority. The SVP, Track and Structures serves as a member of the top infrastructure officials for the Authority and works closely with the other executives and senior level managers.

MINIMUM QUALIFICATIONS Education
- Bachelor's Degree in Business Administration, Engineering, or a related field
- In lieu of Bachelor's degree, a High School diploma or GED and four (4) years of experience in civil or structural engineering, track and structures maintenance, project management, or maintenance of way functions
- A minimum of ten (10) years of experience in civil or structural engineering, track and structures maintenance, project management, or maintenance of way functions
- Knowledge of and extensive experience with maintaining structural and track assets.
- Roadway Worker Protection Certification, Level 2 within six (6) months of hire and maintained for the duration of time in the job.

- Accountable for the state of good repair, preventive maintenance, and engineering solutions for all track and structures in the Metrorail system, maintaining safe and reliable track and structures to provide service to Metrorail customers
- Accountable for the successful delivery of all track and structure related capital improvement projects. Delivers necessary capital improvement and maintenance to track and structures efficiently both from a staffing and capital expense perspective.
- Manages and develops a department of 700+ employees. Successfully staff the department with teams who have the skills, attitudes, and assigned responsibilities to execute all work related to track and structures
- Accountable for the development, maintenance, execution and delivery of all rules, procedures, standards and regulatory guidelines for track and structures work and assets. Ensures and audits the quality of all track and structures, as well as maintenance of safety for all work.
- Prepares and delivers reports to executives, senior leaders, the Board of Directors, and external stakeholders such as safety regulators for track and structure related matters to inform decisions and report on progress towards the objectives of the Authority.
