Summary
The Manager, Performance Management provides support to the Director, Office of Human Capital Performance, Learning & Development (HCPL) in developing strategic and operational leadership in the design, development, implementation, administration, reporting, and communication of performance management programs at Metro. The incumbent oversees and manages all activities related to the performance management cycles and manages all communication and monitoring of the process to ensure its effectiveness for Metro's business needs. The Manager applies expertise in improving organizational performance through an advanced understanding and practical application of organization development, learning and development, and human capital management.

- A Bachelor's degree in Human Resources, Industrial and Organizational Psychology, Business Administration, Organization Development, Adult Learning or a related field.
Experience
- Nine (9) years of experience in the design and implementation of talent management and human capital programs, such as performance management, organization development, change management, and learning and development. Must include five (5) years of experience managing staff or project teams and must have effective consultation, negotiation and influencing skills.
Preferred
Education
- A Master's or Doctoral degree in Human Resources, Industrial and Organizational Psychology, Business Administration, Organization Development, Adult Learning or a related field.

Summary

Essential Functions
- Leads the design, development implementation and maintenance of an organization-wide agile performance management system and leverages effective communication expertise. Solicits feedback regarding the effectiveness of performance management approaches, informs and engages employees, and builds support for change.
- Coordinates with the HCPL Manager, Training and Development to design, implement and manage effective leadership and employee development initiatives. Addresses performance gaps related to capacity and knowledge gaps among staff.
- Designs, implements and manages organization-wide performance management training for all levels of employees and management. And drives positive and measurable impact on the culture and performance of Metro.
- Ensures the development, enhancement or acquisition of performance management Information Technology systems and tools that supports Metro's performance management programs and activities.
- Leads internal and client teams in data-driven organizational performance improvement initiatives such as redesigning performance management systems and links organizational initiatives to business outputs and outcomes.
- Identifies key metrics; collects, reviews, and aggregates data into spreadsheets and databases. Performs data analysis and develops dashboards and visualizations that enable and support decision making and tracks progress and trends.
- Independently or in consultation with other functional experts (in HC and other functional areas), develops prioritized recommendations. Identifies the outcomes, methods and resources required for a successful intervention, along with any dependencies and interdependencies that must be accounted for in the work.
- Researches emerging performance management best practices and incorporates them into operational procedures, guidance communications and policy statements.
- Provides targeted performance management process communication that enables managers to effectively evaluate and measure individual and team performance and to optimize performance and productivity.
- Apprises Metro senior management regarding critical issues concerning the management and implementation of the performance management process; makes recommendations to senior management on key decisions points regarding this process; and seeks guidance from senior management on critical issues. Ensures the alignment of processes and programs with organizational business operations and goals.
