The City of Alexandria is located in northern Virginia and is bordered by the District of Columbia (Potomac River), Arlington and Fairfax counties. An Overview

The Employment & Training Specialist (ETS), grant position is funded through the American Rescue Plan Act will work with a diverse consumer base, both in terms of business customers and individuals seeking employment and training assistance. The ETS facilitates relationships between in-need businesses and talented job seekers ready to enter the workforce, provides career counseling relevant to current Labor Market Information, offers vocational training opportunities, work-experience opportunities, and job placement services for eligible consumers, and assists with program development and marketing strategies. Employees in this class interview individuals to assess employment and/or training needs, assist consumers in developing plans designed to enable individuals and/or families to improve their career opportunities, visit prospective employers to develop employment opportunities, and assist in coordinating and implementing job fairs. Services include vocational counseling, job development, coordination and facilitation of training programs, and referrals or placement services. The ETS role assists multiple workforce sectors including those associated with State and Federal job training and vocational programs. Employees in this class will focus on employment related market and research analysis. Employees will structure outreach strategies to lead hiring events, business roundtables and other special projects. ETS employees facilitate internal and external workforce development related trainings and presentations, ensure data and case notes are entered in a timely manner to satisfy local, State and Federal requirements, and prepare monthly Work Force Development reports to internal/external auditors, grantors, and the Alexandria/Arlington Regional Workforce Council.

What You Should Bring

The ideal candidate should have g ood knowledge of employment and training needs of unemployed, economically disadvantaged individuals, to include youth, refugee and other immigrant populations, individuals with mental or physical health barriers, and ex-offenders; good knowledge of employment and training activities, program services and delivery systems; good knowledge of vocational and/or career counseling, and guidance principles and practices in group and individual settings; ability to identify relevant problems and needs of a targeted-population group and the ability to plan appropriate services in employability development programs; ability to maintain effective relationships with local agencies, organizations, and businesses; ability to navigate program eligibility and coordinate connections among partners within the OneStop; ability to interpret laws, policies and regulations to ensure adherence to Federal, State, local and agency standards, guidelines, regulations, policies and laws; ability to develop and maintain accurate records related to participant activities and services provided; and the ability to communicate clearly and effectively, both verbally and in writing. Strong customer service skills and conflict management. Ability to work in multiple arenas including business services, case management, training and development, career coaching and mentoring, as well as data management.

The Opportunity
  • Assist job seekers with resume and cover letter development; share job leads matching individual’s skills, interests, and abilities; prepare clients for the workforce by teaching soft skills such as time management, adaptability, and communication; conduct mock interviews with clients;
  • Manage multiple, diverse caseloads including: businesses seeking employees, clients searching for employment, clients seeking vocational training opportunities, individuals in need of English as a Second Language, individuals with barriers to employment, and clients seeking on-the-job training or work-experience opportunities;
  • Ensure data and case notes are entered and reports are completed in a timely manner to satisfy local, State and Federal requirements;
  • Interpret laws and policy/regulations related to the program area under which you are employed including State and Federal Program policy manuals and the Department of Labor laws regarding employment and training;
  • Act as liaison with mandated partners. Coordinate efforts for services between local resettlement offices, the Virginia Employment Commission, and other on-site partners and programs;
  • Coordinate and implement job fairs with local employers for program participants;
  • Recommend marketing strategies and conduct outreach to promote the City's employment programs;
  • Collect and compile data concerning background information on consumers, enrollments, placements and terminations; complete required management information forms, participant records, and program reports;
  • Perform related work as required.

The City of Alexandria's Workforce Development Center (WDC), a proud partner of the American Job Center (AJC) network, offers employment and training services to job seekers and staffing solutions to businesses. We support Alexandria’s businesses by providing labor market information consultation as well as sourcing candidates who are skilled and ready to work. Job seeker services at WDC include access to a Career Center, career readiness workshops, career assessments and customized hiring events as well as eligibility based financial assistance for vocational training to earn industry recognized credentials in high demand occupations.

Minimum & Additional Requirements

Four-Year College Degree with completion of college-level courses in social science, guidance and vocational counseling, human service delivery systems, or a related field; one year of experience in vocational guidance and counseling; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Preferred Qualifications

At least one year of experience interpreting policy, analyzing labor market information, implementing best practices in case management and adopting quality assurance measures; At least one year of proven experience working with diverse populations. At least one year of experience working on grant-funded projects/ programs. At least one year of experience in targeted customer outreach; At least one year of experience in providing recruitment services to businesses, or developing job leads, organizing job fairs and hiring events for job seekers that result in placement and retention outcomes. At least one year of general knowledge utilizing and interpreting workforce development assessment tools; At least one year of demonstrated ability to work collaboratively with American Job Center partners; At least one year of proven ability in the use of Microsoft Office Products and data base management systems; At least one year of prior experience developing and/or maintaining monthly workforce related statistical reports; Certified Workforce Development Professional (CWDP) or ability to earn this credential within 90 days of hire. Multilingual is an additional asset.


This position requires the successful completion of pre-employment background checks including but not limited to: Criminal Records Check; VA State Child Abuse/Neglect Registry; Medicare/Medicaid Fraud Database; education/certifications; and driver’s license.

Schedule: Monday through Friday, 8:00AM - 5:00PM.

*This is a grant-funded position and will run through Summer 2024.*
