AO contract specialists and contracting officers rely on a combination of the Judiciary's unique procurement authorities and policies, and on FAR-based procedures to conduct cradle-to-grave procurements for a wide-range of supplies and services, including complex information technology, digital and cloud-based services to support the administration of justice.

This position is located in the Procurement Management Division (PMD), which manages a comprehensive procurement program for the entire Federal Judiciary. We are located in the Thurgood Marshall Federal Judiciary Building, conveniently situated next door to Union Station in the heart of downtown Washington, D.C.

The incumbent will report to one of three Branch Chiefs in the Procurement Management Division. Duties of this position include, but are not limited to:
  • Serving a senior Contract Specialist (CS) and Contracting Officer (CO) with unlimited warrant authority and responsibility for acquisition planning, preparation of price/cost analyses for designated actions, formulation of negotiation strategies, development of negotiation objectives, negotiating, documenting complex source selection decisions, administering contractual agreements, and conducting contract closeout.
  • Performing the full range of contracting officer duties necessary to award, administer, and close out a variety of contract types, including, but not limited to, firm fixed price, labor hour, time-and-material, and task order contract types.
  • Performing all contracting functions for important and complex agency acquisitions involving diverse supplies and services, e.g., information technology, telecommunications and other electronic systems and subsystems.
  • Monitoring contractors' performance, evaluating and negotiating change orders and contract modifications, and resolving post-award performance or payment problems.
  • Develops and maintains effective and efficient working relationships with various parties involved in the acquisition process to support the acquisition needs of stakeholders.
  • Serving as a business advisor to customers at the Administrative Office and the courts nationwide on contracting issues.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Although five years of specialized experience is preferred, applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience applying contracting principles and procedures to the planning, award, and management of contracting actions for a wide range of services and supplies.

    In addition to the Basic Education Requirements for this position, your resume must also demonstrate experience in the private OR public sector performing the following:

    1) Providing the full range of contract and contract administration services for support services, and information technology services and equipment; and 2) Applying innovative (e.g., TechFAR, PIL, etc.) and advanced contracting skills to information technology services and support service acquisitions, which have characteristics such as technically complex, mission essential, high visibility, and high dollar value; 3) Procuring digital services, conducting modular contracting, and participating in major systems acquisitions; and 4) contracting that supports agile or iterative development.

    Certification: Applicants' Federal Acquisition Certification-Contracting (FAC-C) Professional is required, and applicants who completed all training and experience requirements to achieve FAC-C Level III prior to January 31, 2023, or Department of Defense Acquisition Workforce Improvement Act (DAWIA) certification Level III will be most competitive for this position. Applicants not certified may still apply and be selected but must achieve certification within 24 months of appointment. To validate that you meet the preferred training, experience, and certification requirements for this position, please submit a copy of all FAC-C (Level I, Level II, III, and Professional) and/or DAWIA certifications. The Digital IT Acquisition Professional Program (DITAP) certification is highly desired, but not required.

    Education

    In addition to meeting the specialized experience described above, applicants must meet the following educational requirements to be placed in this job series at this level.

    Basic Requirement: A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    Exceptions: Federal employees classified within the 1100 family as of January 1, 2000 are deemed to have met basic qualification requirements for all 1102 Contract Specialist positions.
