Duties

  • You will receive emergency and non-emergency requests by telephone, mobile radio calls, mobile data computers or automatic alarms throughout Navy Region Installations.
  • You will evaluate emergency and administrative calls to determine type of response required (e.g., fire, police, and medical).
  • You will operate a central computerized phone system console (e.g., multi-line 911 systems, reverse 911 system, other equivalent communication device) to interpret and relay emergency information.
  • You will use a multi-phone line communication system to transmit and receive routine and emergency calls.
  • You will use an automated system (e.g., Computer Aided Dispatch [CAD]) to input emergency and non-emergency response data for archive and immediate reference.
  • You will prioritize incoming calls or reports of an emergency to verify emergency resources are dispatched by severity of situation and manpower availability.
  • You will instruct callers on what to do and what not to do before responding units arrive.
  • You will perform crisis intervention with distraught emergency callers during hi-risk situations until emergency. responders arrive on scene, in accordance with guidelines established locally.
  • You will dispatch patrols for routine assignments ensuring patrols are accomplished within established guidelines and properly documented in official records.
  • You may serve as a central point of contact during after-hours, weekends, and holidays to respond to requests for information relative to installation departments, military commands and personnel, tenant commands and/or general inquiries.

  • Duty hours are not permanent and shift work is required in order to provide 24 hour, 7 days a week, 365 days per year coverage.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • You will be required to take medical examinations to assess medical qualifications for duty involving work with high levels of stress inherent in this job.
  • You will be required to be certified as a CIC/NCIC/OPENFOX operator.
  • You will be required to obtain and maintain Telecommunicator 1 and CPR certification within 90 days of employment.
  • You will be required to obtain and maintain DoD HAZMAT Awareness certification within 90 days of employment.
  • You will be required to obtain and maintain APCO or IAED EMD certification within 270 days of employment.
  • Must have a complete understanding of National Incident Management System (NIMS) and Incident Command Systems (ICS) concepts.
  • You will be subject to recall 24 hours a day, 7 days a week.
  • You will be required to be certified as a CIC/NCIC/OPENFOX operator.


Qualifications

Your resume must also demonstrate at least one year of one experience at or equivalent to the grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: .

GS-06:
Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Operating electronic computer-based systems for emergency (Police, Fire, and/or EMS) dispatching management; 2) Operating multiple equipment/systems (i.e., Computer Aided Dispatch (CAD) system, alarm systems, dispatch recording devices, multi-channel radios) during emergency situations; and 3) Disseminating information from incoming callers during emergency situations. GS-05:
Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Operating radio communication equipment to dispatch services; 2) Receiving incoming telephone or alarm systems calls. GS-04:
Your resume must demonstrate at least one year of general experience in federal service or equivalent experience in the private or public sector that demonstrates progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. At the GS-05 and GS-04 grade level, you may also qualify based upon the education or the combination of education stated in the Education Section of this announcement.

SPECIAL REQUIREMENTS/INFORMATION: MUST BE A U.S. CITIZEN, MUST PASS PRE-EMPLOYMENT PHYSICAL, AND MUST OBTAIN AND MAINTAIN A SECRET SECURITY CLEARANCE

Education

Applicants that do not meet the specialized experience for the GS-2151-04 OR GS-05 as described above may qualify with the following education:

Successfully completed four years of education above high school level.

OR

Have a combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equals one hundred percent of the qualification requirement.

Physical Demand: Mainly sedentary. Walking, standing and stooping may occur in performing duties of the position. Must possess adequate vision and hearing. Due to the emergency nature of the work, employee will be exposed to high mental and emotional stress.

Work Environment : During emergencies, you may be required to work long periods without breaks.

If selected below the full performance level, you may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.

There is potential for the employee to be exposed to extremely high levels of mental and emotional stress due to the nature of incoming calls and incidents, emergency nature of the work, the rigid time constraints for response actions, the emotional state of the persons calling for service, and the nature and consequences of the decisions the employee is required to make.

In the event that the RDC has to shift operations to an alternate location for continuity of operations (COOP), the incumbent may be required to operate alternate dispatch, radio, phone, and alarm equipment to sustain dispatch operations.

Certain incentives (such as Recruitment or Relocation) may be authorized to eligible selectees.

A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
