The Office of Supervision Technology and Analytics (OSTA or Office) is responsible for the data, databases, analytics, and Information Technology (IT) used by DBR for its supervision processes. Its primary role is to provide reporting, analytics, data management, and data tool support to DBR with respect to economic, financial, mortgage, and FHLBank membership data and to act as a bridge between DBR business offices and FHFA IT staff. The Office is charged with driving innovation in the use of technology for the DBR business mission and assists other DBR business units with the specification and management of dashboards, reports and databases that capture and provide information needed to support DBR analyses and decisions.

In addition to providing analytics and data oversight expertise to DBR, OSTA also maintains the DBR regulatory reporting program under which FHLBank reporting requirements are identified and formalized and provides as-needed assistance to examiners during the course of FHLBank evaluations. Such assistance may include the preparation of ad-hoc analytics or reports or on-site visits to FHLBanks under examination.

Acts as a liaison between DBR and the Agency Office of Technology and Information Management, ensuring and coordinating the implementation of supervision IT solutions. The Financial Database Specialist will be required to obtain and demonstrate experience in IT and FHLBank supervision and, as needed, support examination and supervision processes by taking part in onsite or offsite examinations of FHLBank reporting and data processes.

As a Financial Database Specialist, the incumbent serves as a technical resource for DBR database, business intelligence and reporting projects. The incumbent will support data users by participating in requirements-gathering, database development and implementation, standardized and ad hoc report development, and the evaluation and use of data query, reporting and visualization tools and analytical applications.

The incumbent will develop and demonstrate experience in DBR's technology and information assets and FHLBank business lines and, occasionally, to support examination staff by taking part in onsite or offsite examinations of FHLBank reporting and data processes within their area of expertise.

The Financial Database Specialist will evaluate and/or assist in the adoption of innovative tools and methods to advance OSTA program areas and will have responsibilities supporting the implementation of certain data or data tools.

For less complex projects, the incumbent may be responsible for coordinating resources associated with IT efforts to develop, implement, document, and/or modify information systems and databases. The incumbent may evaluate the effectiveness of the Agency information architecture with respect to Division needs, including the appropriateness of data and applications, and participates in efforts to assure and maintain data quality, develop Division or Agency information and data policies, and develop documentation related to those duties.

The incumbent will be required to, in conjunction with Agency IT staff and/or other OSTA staff, analyze Division or office requirements to determine the type of information that will address business needs and provide advice and guidance on IT standards, strategies, policies, and processes and the alternative ways of meeting DBR's overall information technology requirements; maintain and apply knowledge in database technologies and business intelligence tools to resolve problems and evaluate new methods of enhancing existing system(s) to better meet reporting and analysis needs.

To accomplish this, the incumbent will have and maintain proficiency in basic programming, query languages and tools, reporting, analysis, and data validation/reconciliation, visualization, and administration tools to support recurring or ad hoc Division or Agency work. The incumbent must also possess knowledge of the FHFA business mission and processes.

On an as-needed basis, the incumbent will also assist the examination function with the review of FHLBank regulatory reporting and data management processes before, during or between examinations. The incumbent will also perform other duties as assigned, some of which may require travel.

Qualifications

RECENT GRADUATES: To be eligible, applicants must have received their degree within two years or be graduating by May of 2023, except for veterans precluded from doing so due to their military service obligation, who will have up to six years after degree or certificate completion to apply. To qualify for the Recent Graduate Program at the EL/GS- 7 or 9 grade level, you must meet the following requirements:

Qualifying experience for the EL/GS 07 level includes one year of specialized experience at least equivalent to EL/GS-05 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

  • Uses a variety of programming, query, reporting, analysis, and data validation, visualization, and administration tools to support business decision making and risk evaluation.


  • OR Education:

    Bachelor's degree with a GPA of 2.95 or higher (or one year of completed graduate school experience) in in Business, Accounting or Information Systems with a concentration in business information systems, management information systems, or accounting systems or closely related fields.

    Qualifying experience for the EL/GS 09 level includes one year of specialized experience at least equivalent to EL/GS-07 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
