HR Specialist, GrantsThe George Mason University, School of Business, invites applications for the position of HR Specialist, Grants. The HR Specialist, Grants primarily provides HR support to the schools grant and center activities including but not limited to: providing HR services for all grants in the school, executing special payments for school Grants and Centers, and executing all non-benefited hiring for all school Grants and Centers. The position also provides general HR administrative support and special project work. Washington, D.C. is ranked the 30th most racially and ethnically diverse city nationally amongst cities with a population of at least 300,000 people according to the U.S. News & World Report 2018 Diversity Ranking.Responsibilities:The HR Specialist, Grants has responsibilities in the following areas:Grants HR Services:Processes all funding changes (reallocation and future) once notified of grant being awarded with the grant number;Ensures funding transactions are setup in accordance with the approved grant budgets and resources are fully utilized;Ensures costs are properly charged in accordance with sponsor requirements;Prepares and processes all personnel actions including hiring, pay increases, separations, summer pay, as well as coordination of the annual performance review process for research staff;Create, route for approval, and issue Research Staff renewal contracts;Conducts monthly labor reconciliation on grant labor activity; andServe as HR point of contact for all grants in the school.Center and Grant Special Payments:In coordination with Supervisors manages all phases of processing special payments for grants and centers within the School of Business;This includes: (1) confirming approval for special payments and budgets including determination if the payment will be funded from E&G or grant; (2) generation of special assignment letters; (3) on-boarding including ensuring completion of I9 and other documentation as needed; and (4) entering ePAF's;Maintains control of necessary documentation flows throughout all aspects of the processing cycle from generation through signature, mailings, and return; andMaintains required electronic files.Center and Grant Non-Benefited Hires:In coordination with Supervisors manages all phases of processing hires for grants and centers within the School of Business;This includes: (1) confirming approval for hire and budgets including determination if the payment will be funded from E&G or grant; (2) generation of offer letters for appointments; (3) on-boarding including ensuring completion of I9 and other documentation as needed; and (4) entering ePAFs;Maintains control of necessary documentation flows throughout all aspects of the processing cycle from generation through signature, mailings, and return; andMaintains required electronic files.Human Resources Administrative Support:Serves as search coordinator when appropriate;Assists with onboarding and exiting employees;Provides support with maintaining control of necessary documentation flows throughout all aspects of the processing cycle from generation, printing, logging, signature, mailings/emails, return, scanning and verifying that correct signatures are in place;Process timesheets, transaction forms, supervisor changes, and other HR forms as needed; andOther ad hoc HR administrative activities.Special Projects:Execute special projects as assigned by the Director of HR.Required Qualifications:Bachelor's degree in a Business, Accounting or related field, or equivalent combination of education and experience;Knowledge of and ability to interpret and apply sponsor, state, institutional, and departmental policies, rules and regulations;Strong attention-to-detail and ability to multitask;Demonstrated critical thinking and problem-solving skills;Demonstrated ability to work collaboratively with internal and external stakeholders (or demonstrated ability to perform in a collaborative work environment);Ability to manage high-volume and complex transactions;Highly developed oral and written communication skills;Strong organizational skills;Ability to create merge documents;Computer skills: Microsoft Office;Experience with budget reviews;Experience processing labor reallocation's to multiple funding sources; andExperience working on sponsored awards in a university, nonprofit, or private sector setting.Preferred Qualifications:Computer skills: Financial Management Systems including Banner;Knowledge of academic and staff personnel policies and procedures as they relate to contracts, funding, and general human resources transactions;Experience working to support grant execution (post award) in higher education; andExtensive experience with George Mason University systems and policies a plus or equivalent experience at another higher education institution.
