Job Summary:
Westat is seeking a highly organized and detail-oriented individual to join its team as a Proposal Specialist. The Proposal Specialist role is a support position and involves working directly with proposal managers and coordinating all support resources (i.e., editorial, document production services, graphics, pricing, reproduction, and contracts departments) to facilitate development and delivery of high-quality, compliant proposals, following company standards and procedures. 

Job Responsibilities:

• Work with proposal manager to develop proposal schedule and monitor throughout submission
• Assist proposal manager with compiling of proposal draft materials, oversee formatting
• Coordinate with corporate resources that assist with proposal development
• Request updates to and compile staff resumes and project summaries
• Prepare past performance chapters/volumes and prepare/submit questionnaires
• Conduct quality and RFP compliance checks
• Coordinate final proposal production and submission

Basic Qualifications:

• Typically requires a bachelor's degree or equivalent experience
• 2-5 years of relevant Federal Government proposal experience
• Experience with Federal Government RFPs and proposal requirements
• Proficient in MS Office/Office 365 and MS Teams

Preferred Qualifications:

• Association of Proposal Management Professionals (APMP), Foundation-Level
• Experience with grant proposals
• Knowledge of state, local, and commercial proposals a plus
• Specific experience working on proposals for our major clients, including CDC, NIH, SAMHSA, CMS, other HHS agencies, ED, SSA, USDA, DOT, and VA

• Demonstrated communication skills
• Experience collaborating with proposal teams and internal clients
• Organization skills, including time management ability
