Duties

  • Designs, develops, implements, and interprets grants and assistance management policies, procedures, and practices.
  • Provides technical assistance, oversight, ethics advice, expertise and consultation to school program officials, applicants, and recipients.
  • Identifies need for appropriate education facilities and program quality assistance for dependents in a specified geographic area through frequent consultations with embassy staffs, school boards, administrators, teachers, and parents.
  • Develops, organizes, and oversees implementation of programs, projects, and other significant activities in broad educational areas within the assigned region(s).
  • Reviews and assess overseas schools survey findings and recommendations and meets with school leaders and relevant experts and participants to finalize recommendations for improving OS' curriculum, and educational policies and standards.

Applicants must meet all the qualification requirements described below by the closing date of this announcement.

If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

Applicants must meet ONE of the required basic entry qualification requirements described below:

BASIC REQUIREMENTS:

A. Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.

OR

B. Combination of education and experience--at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in Choice C below.

OR

C. Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that you possess an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.

OR

D. At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.

Combination of Experience and Education: First determine your total qualifying experience as a percentage of the experience required for this grade level. Then determine your total number of successfully completed post-high school semester hours as a percentage of education required for this grade level. Then add the two percentages. The total percentages must equal at least 100 percent to qualify under this provision. For example, 30 semester hours or 45 quarter hours is comparable to 1 full year of undergraduate education.

Note: If you are qualifying based on education OR if there are mandatory education requirements listed under the Qualifications and Evaluations section, you MUST (1) submit a copy of your college transcript(s) with your application, and if selected, an official college transcript(s) will be required to verify education prior to employment; (2) transcripts MUST be legible AND include your name, major, school name/location, course title/number, date completed, grade, and number of credits earned; (3) if your transcripts are on dark / color paper, you will need to Xerox them to lighten them up in order for us to read the transcripts. If we cannot read the transcripts we cannot give you this educational credit; (4) if you attended more than one college you MUST submit a transcript from each institution if you wish your education to be considered in qualifying you for this position; and (5) all college coursework that may be pertinent to qualifying you for the position MUST be included on the transcripts. If you fail to provide requested information, or the information you submit is insufficient to verify your eligibility, you WILL lose consideration for this position.

IN ADDITION to meeting one of the basic entry qualifications requirements listed above, you MUST have at least 1 year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-14 level in the Federal service.

Qualifying experience must demonstrate the following:
  • Experience as a Superintendent-equivalent (also known as "head of school") in elementary, middle, or high schools that are international schools outside the United States.
  • Experience in U.S. and Independent International Overseas school generating new approaches in planning, evaluating, and providing leadership to major long-range programs designed to advance the quality of teaching and learning and student learning outcomes.
  • Experience promoting school quality, community outreach and involvement, and innovative and continuously improving educational programs.

There is no substitute of education for specialized experience for the GS-15 position.
