Duties

Administrative Support and Oversight of Alcohol and Substance Abuse Policy and Programs: Develop plans and strategies for administering behavioral health services with a specific focus on alcohol and substance abuse. Provide administrative policy review and technical expertise in budgetary processes. Maintain working relationships with behavioral health care partners and identify solutions to improve processes and increase accuracy and efficiency in program administration. Supervisory Functions: Supervise the staff and manages their activities and workflow, including timeline adherence, training on job responsibilities, workforce development, performance management, and ongoing support. Recruit, interview, and recommend potential candidates in consultation with the Division Director. Provide Leadership for Program Activities: Provide leadership for all DBH program activities involving a wide range of professions and programs related to behavioral health involving psychiatry, psychology, social services, psychiatric nursing, and public health. Collaborates with multiple Federal agencies to ensure that resources are aligned to support agency behavioral health efforts. Plan National Mental Health Budget Activities: Prepare routine or special reports on budgetary goals and plans. Manage and coordinate contracts, grants, and agreements. Promote efficient and effective spending in planning travel, conferences, and meetings related to substance programs.

Education: Bachelor's or graduate/higher level degree: ALL applicants have to meet a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. You MUST provide a copy of unofficial degree transcripts.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Serve as subject matter expert for an Alcohol and Substance Abuse Program by analyzing and evaluating a mental health and alcohol and substance abuse program; gathering and conveying information, including statistics and data relating to mental health and alcohol and substance abuse; preparing and presenting alcohol, substance abuse program evaluations and reports; conducting or providing training on the various aspects of mental health treatment and prevention; and providing advice, guidance and expertise in a team environment.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
