Minimum Qualifications:
Graduation from an accredited college or university with a Bachelor's Degree in discipline directly related to Maintenance oversight, inspection, and quality assurance/reliability. A minimum of four (4) years progressively responsible mechanical experience (with at least one year at the Mechanic AA level or equivalent) in the same or equivalent field of discipline; demonstrated experience performing directly related inspection, testing, and evaluation work for transportation or maintenance systems and overseeing/monitoring transportation or maintenance personnel. Ability to obtain a master license or other certifications necessary to the satisfactory performance of duties.
Or, an equivalent combination of post high school education and a minimum of eight (8) years of progressively responsible mechanic experience (with at least one year at the Mechanic AA level) in the same or equivalent field of discipline; demonstrated experience performing directly related to inspection, testing, and evaluation work for transportation or maintenance systems and overseeing/monitoring transportation or maintenance personnel.
Current ASE Certification in Brakes, A/C, Electrical and Engine Performance.
Ability to obtain a Master ASE Certification and/or other certifications necessary to the satisfactory performance of duties.
License:
Possession of, or the ability to rapidly obtain, a valid District of Columbia, Maryland, or Virginia motor vehicle operator's license issued from the jurisdiction of residence.
Medical Group:
Satisfactorily complete the medical examination for this position, if required. The incumbent must be able to perform the essential functions of this particular position either with our without reasonable accommodation(s).
Job Summary/Duties:
This is highly skilled technical quality assurance inspection work of a complex nature. It includes all associated actions inherent with the inspection and review of complex interrelated activities involving the maintenance of MACS fleet vehicles and facilities. Incumbent is responsible for inspection, testing, diagnosing, identifying and resolving problems relating to contractor performance, equipment and procedures for activities/areas comprising MACS Maintenance. Incumbent's work is performed as part of a quality assurance program to ensure consistent high levels of safety, performance, productivity and reliability. This position has considerable latitude for exercising independent judgment and initiating corrective action. Incumbent has the responsibility and authority to review contractor employees, analyze the performance of existing employees and initiate appropriate corrective actions to ensure the highest level of maintenance performance for MACS fleet vehicles. Incumbent is expected to be totally familiar with the applicable equipment systems, facilities, procedures, test equipment and job requirements for quality assurance inspections for the assigned activities/areas of responsibility. Incumbent's performance will be measured by reviewing work for technical adequacy, compliance with policies and procedures, ability to identify and define problems accurately and completely, and on taking corrective actions to minimize the effect on revenue service or to significantly improve service within budget constraints.
Observes, measures, and documents the performance of maintenance, procedures and employees against established standards.
Reviews and measures the effectiveness of highly complex mechanical preventative and corrective procedures.
Utilizes and accurately interprets drawings, schematics and diagnostic/repair manuals.
Conducts investigations and tests of parts, materials assemblies, equipment and personnel performance for adherence to established quality assurance and safety standards utilizing complex testing equipment/procedures; interprets test procedures and results.
Initiates appropriate action to discipline, suspend and/or terminate those contractors found to be performing their duties in an unsafe, substandard, or reckless manner or found to be in violation of established WMATA practices and procedures.
Takes immediate corrective action to alleviate any substandard performance.
Prepares accurate and concise reports on findings, deficiencies, recommendations and corrective actions.
Oversees and maintains accurate and current inspection records.
Recommends, where necessary, modifications to existing testing procedures, equipment configurations and work methods to improve the overall efficiency and safety of the organizational component.
Inspects physical plant of maintenance facilities, equipment conditions and work flow organization to ensure the overall efficiency and safety of the facility.
Receives and makes ready new fleet vehicles including all tasks associated with the commissioning of these assets.
Processes retiring fleet assets for appropriate disposal.
Audits and performs inventories of WMATA fleet assets.
Complies with Authority rules, safety rules, operation rules and testing procedures.
Works variable hours and at variable locations.
Works from ladders, scaffolding, or other high-rise equipment.
Operates an Authority vehicle.
