Sr. Funding and Control Manager Marketing Statement:

Metro seeks a Senior Funding and Control Manager to manage funds, maintain sufficient control, and optimize the use of over $3 billion dollars in multiple Federal, state, and local government sources that fund Metro's annual capital program and provide financial assistance for the operating budget. Metro mainly aims to ensure adequate processes are in place to identify, mitigate, and measure risk while ensuring corresponding controls are effective yet flexible and that these sources fund only allowable costs .

The position is on the Management and Budget team, which is part of the Finance organization. This portion of the Finance team builds and oversees Metro's prioritized capital program, ensuring it advances agency priorities and invests federal, jurisdictional, and dedicated funding wisely, and is the lead organization responsible for capital budgeting and funds and grants management for both the capital and operating budgets, and capital reporting.

The incumbent will work in conjunction with a Director and will manage all aspects the funding of capital expenses and other grant eligible expenses that can be funded from the over $3 billion of multiple funding sources. Each of these sources has unique "color of money" and "time of money" and specific billing rule requirements. A successful applicant will require the knowledge to interpret and apply these requirements, especially those rooted in the US Federal Government's 2 CFR Part 200 Subpart E -- Cost Principles guidance along with other governing guidance from Federal agencies and any subsequent grant agreements. Finally, the incumbent will supervise a team. The incumbent should be able to review, interpret, and analyze expenses from invoices and other billing instruments to ascertain the allowability of these expenses under the relevant funding sources. A successful candidate will lead and be the main point of contact for auditors, reviewers, and significant contributors from within Metro, external to Metro, and from the US Government who affect and influence Metro's funding program.

Minimum Qualifications

Education • Bachelor's degree in Accounting, Finance, Economics, Business Administration, Public Administration, or a related field. Experience • Minimum of eight (8) years of experience in financial management, accounting and control, cash management or related field to include, at least five (5) years of experience managing professional financial management staff and managing complex business processes in large complex organizations Certification/Licensure • N/A Preferred • Master's degree in Accounting, Finance, Economics, Business Administration, Public Administration, or a related field

Job Summary

The Senior Funding and Control Manager is accountable for the management and administration of a full range of Authority-wide funding development functions to include, the development and oversight of all financial management, accounting requirements and controls and the creation and/or maintenance of a robust internal reporting system. The incumbent leads the resolution of complex end-to-end grant and funding management processes; and institutes work performance standards to ensure that grant and funding materials are finalized and delivered as scheduled. The incumbent serves as business owner of the funding system, responsible for both daily function and long-term improvements. The incumbent oversees the accounting and/or financial reporting of grant functions and is responsible for the preparation, review and monitoring of major grant program development, implementation, project management oversight, financial management and audit preparation. This individual may serve as WMATA's representative with grantor agencies.

Note: Employees designated as "Non-Mission Essential" may have their status temporarily changed depending on the nature, scope and duration of operations interruption. WASHINGTON METROPOLITAN AREA TRANSIT AUTHORITY JOB DESCRIPTION Page 2 of 8 8097 - Senior Funding and Control Manager processes and data systems are properly reconciled and maintained • Manages responsible staff and overall processes for reimbursement and utilization of funds for costs funded by sponsoring Federal agencies, state and local jurisdictions. Approves submission of federal reimbursement and utilization requests. • Oversees internal and external data reporting including business intelligence dashboards, forecasts, specialized queries and overall management of funds control system. • Develops and enforces the terms, conditions, and reporting requirements of agreements with local and state governments and other funding providers such as the Capital Funding Agreement/Local Capital Funding Agreement and Dedicated Funding Agreements. • Determines the need for debt issuance and manages all processes associated with the issuance and use of debt and reports recommendations to Senior Leadership. • Serves as primary reporting and data provider and as the subject matter expert on funding data and the funding system, and provides key support to internal and external audits and reviews • Supports grant administration to develop, fund, revise, amend, report on, and close federal grants • Seeks improvements to Funds and Grants management (FGM) practices, to make certain that adequate control with minimal and manageable risk is in place and ensures all corrective action plans are tracked and corrective actions are implemented. • Ensures all FGM documentation, document and retention controls, standard operating procedures, and manuals are updated accordingly. • Supervises subordinate staff and consultants to includes the recommendation for application selection, disciplinary actions, resolution of grievances, assigning duties, conducting performance evaluations, approving leave requests and timesheets, and ensuring appropriate training is provided
