Duties

  • You will provide legal advice on government acquisition and contract law matters, including providing legal interpretations of Federal acquisition statutes, regulations, and policies governing the management and programs.
  • You will serve as the agency representative in administrative appeals before the Merit Systems Protection Board (MSPB), Equal Employment Opportunity Commission (EEOC), or labor arbitrators.
  • You will advise on labor-management relations, including negotiability determinations, unfair labor practice charges, collective bargaining and impasse procedures, and representation petitions and arbitrations.
  • You will represent the interest of the DON, the specific program office in which you are located, or provide litigation support to the Naval Litigation Office or the Department of Justice in the conduct of litigation arising administrative actions.
  • You will advise on environmental law, including requirements regarding air quality, land and water pollution, land use, pesticides, noise, solid waste, endangered species, and marine mammal protection under environmental protection laws.
  • You will provide legal advice and counsel to the program office senior staff and employees on matters relating to Federal and Navy standards of conduct and ethics requirements.
  • You will provide legal advice concerning fiscal law issues involving the proper obligation and expenditure of appropriated and non-appropriated funds in support of the Department Of Navy mission.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You must have graduated from a law school accredited by the American Bar Association.
  • You must be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court.


Qualifications

To be eligible for selection at the GS-11 (or equivalent level), recent law school graduates and applicants with less than one year of legal experience must have graduated in the top third of their law school class or must present other evidence of clearly superior accomplishment or achievement such as work or achievement of significance on an official law school law review or journal, winning a moot court competition, membership on the law school's official moot court team, or membership in the Order of the Coif.

To be eligible for selection at the GS-12 (or equivalent level), the applicant must have at least two years of successful legal experience.

To be eligible for selection at the GS-13 ( or equivalent level), the applicant must have in excess of two years of successful legal experience in the practice area(s) applicable to the position being filled.

To be eligible for selection at the GS-14 (or equivalent level), the applicant must have at least three-and-one-half years of successful legal experience in the practice area(s) applicable to the position being filled.

To be eligible to be selected at the GS-15 (or equivalent level), the applicant must have at least five-and-a-half years of successful legal experience in the practice area(s) applicable to the position being filled. The grade level offered will be based upon the successful applicant's qualifications, the needs of the office, and funding availability.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

You must have graduated from a law school that is accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court.

Additional information

Several vacancies may be filled.

There are multiple anticipated vacancies within the Office of General Counsel Group, Naval Air Systems Command (NAVAIR) at its offices located in Patuxent River, MD. The anticipated vacancies are expected to occur within the NAVAIR Headquarters Office of General Counsel Group, the Commander, Fleet Readiness Center (COMFRC) Office of General Counsel Group, and the Naval Air Warfare Center Aircraft Division (NAWCAD) Office of General Counsel Group.

Some anticipated vacancies fall within legal departments practicing primarily in the acquisition or civilian personnel law area, whereas others fall within departments that provide general legal services across a variety of OGC practice areas, such as, civilian personnel law and labor law, acquisition law, fiscal law, Freedom of Information Act and Privacy Act Law, ethics and standards of conduct, environmental compliance, and the review of non-FAR based agreements.

A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
