Duties
Specific duties of this Joint Duty Assignment include those essential functions of OPE, including but not limited to:
1) Management and coordination of engagements for the Secretary, Assistant Secretary, and Principal Deputy Assistant Secretary with non-governmental organizations, which include faith-based and community organizations.
2) Building, maintaining, and enhancing relationships with non-governmental stakeholders by regular and routine outreach, coordination, and collaboration.
3) Provide substantive, high quality briefing materials, organize and track engagements and stakeholder contacts, and provide recommendations for proactive engagements to meet Departmental priorities, as well as engagements in alignment with rollouts of Department's policies, programs, and initiatives.
4) Provide leadership, support, and guidance to the DHS OPE Designated Federal Officer for the Faith-Based Security Advisory Council and prepare all requisite materials and contacts for Council meetings.

Qualifications
Qualifications required:Ability to form working relationships with diverse audiences, including geographically and culturally diverse Tribal Nations, as well as other elected and appointed officials and their staffs, and associations that represent their interest. Knowledge of national trends, changing practices, analyses, and congressional actions affecting??? sufficient to provide leadership with strategic guidance and advice on course of action and outreach activities. Skill in educating and communicating orally and in writing with clarity, tact, and diplomacy to promote effective presentation of policies, priorities, programs, and activities to external stakeholders in various settings. Ability to obtain cooperation and support to resolve issues among stakeholders within and outside an organization, including other federal organizations, external groups, and key government and private sector individuals that might impact response to DHS policies, programs, and initiatives. Expert written communication skills to prepare comprehensive reports, briefings materials, issue papers, and other documents in order to present specialized/technical material to non-specialists and DHS executives. Self-starter with the ability to multi-task and take on an assignment and/or portfolio and see it through to completion with minimal guidance. Selected applicants for a JDA are requested to fulfill the items below during the JDA:Complete the DHS Training Course 15 days prior to the arrival to the JDA. Complete the DHS Joint Duty Assignment Progress Plan to include:

- Must be a current permanent Federal employee
- Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
- Must NOT have any pending/outstanding disciplinary actions
- Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
- Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
- The program does not apply to members of the Military service or contractors.
