Duties

  • Work independently and concurrently complete multiple assignments in order to meet milestones on time and within budget.
  • Establish the appropriate Scope of Work for internal appraisal assignments as well as for contracted appraisal services.
  • Conduct, Evaluate and Review Appraisals of Real Property Independently.
  • Assist other regional appraisers in achieving uniformity of policy, procedure, and work product.
  • Resolve conflicts or disparities between values or the methods for determining values.
  • Exercise mastery level knowledge of Real Estate Policies, Regulations and Law for federal acquisition and condemnation.
  • Determine the Market Value of Real Property in compliance with appropriate regulations.
  • Analyze appraisal product and prepare review in compliance with regulations.
  • Proficient in spreadsheet/database software and web-based mapping technology.
  • Serve as expert witness during condemnation proceedings in Federal courts.
  • Ability to interview real estate market participants to comprehend the current market conditions or factors that could affect value; or to verify comparable sale or lease information.
  • Provide guidance and coaching to regional appraisers or realty specialists on complex appraisal issues.
  • Communicate effectively with many different people, property owners, real property managers, and marketing specialists.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to obtain and maintain a valid state driver?s license.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • Minimum Background Investigation Tier 2 is required.
  • Subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Selective Placement Factor: Must possess a State Certified Appraiser Certificate.

Appraiser GS-1171 positions require a State Certified Appraiser Certificate. Note: The incumbent has the obligation to maintain his/her qualifications as a review appraiser. The conditions of certification and licensing have been extended to federal appraisers by virtue of the ER 405-1-4, dated 29 January 2016. This includes having a minimum of five years experience in the field of real estate appraising and having obtained a certification as a State Certified General Appraiser.

Specialized Experience GS-13: One year of specialized experience which includes: 1) Mastery level appraisal preparation or review of complex appraisals of unique properties which require the development of new theories and/or unconventional appraisal techniques; 2) Preparation of appraisal review reports that concern appraisals that are controversial, high visibility, and/or necessitate amendments in the role of reviewer; AND 3) Demonstrated proficiency in utilization of spreadsheet and/or database software as well as web-based technology in the preparation of cost estimates and gross appraisals to support large scale regional Civil Works Planning Studies. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
