As a member of the public affairs team, you serve as a bilingual press secretary working with staff throughout HRSA's Office of Communications and the agency to ensure that projects and activities are successfully accomplished. You use your Spanish language skills to further amplify HRSA's program and policy outreach, including to minority media.

Your major duties and responsibilities include:
  • Developing clear and consistent communication products in English and Spanish which may include key messages, talking points, blogs, press releases, fact sheets, intranet news stories, videos, social media content, senior level leadership remarks, and other communications for the agency's priorities.
  • Supporting efforts to coordinate news media interviews-including with Spanish language and other minority media-- for HRSA leadership and staff and providing supporting materials.
  • Designing and implementing comprehensive, nationwide communications strategies and plans to reach English and Spanish language publics.
  • Analyzing metrics to inform decision making and reach target audiences in a variety of settings.
  • Participating in the evaluation of communications programs, rollouts, and other special initiatives.

QUALIFICATION REQUIREMENTS:

Selective Factor: In order to meet minimum qualification requirements, you must demonstrate possession of the selective factor for this position: Ability to speak and write fluently in Spanish.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

In addition to the selective factor above, in order to qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.

Examples of minimum qualifying specialized experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis:
  • Creating and implementing a variety of public affairs products/materials designed to support regional/or national communications rollouts in both English and Spanish;
AND
  • Managing a project, workgroup or initiative focused on identifying and implementing public affairs, public relations, marketing or outreach strategies, policies or procedures to effectively disseminate information about an organization's mission, objectives or goals.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.

    PUBLIC AFFAIRS - Knowledge of public affairs concepts, practices, methods, and techniques to identify communication needs, plan, develop, and evaluate communication strategies to inform the public of the agency's policies, programs, services and activities COMMUNICATIONS AND MEDIA - Knowledge of the production, communication and dissemination of information and ideas to inform and entertain via written, oral, and visual media. MESSAGE DELVELOPMENT AND DELIVERY - Uses writing skills and editorial judgment to strategically develop messages for various audiences; and delivers them by evaluating the most appropriate media channel(s) for the particular needs of the target audience. RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
