Duties

  • You will serve as the Lead Administrative/Technical Specialist in the Dam Neck Comptroller Division, Office of the Comptroller, Naval Surface Warfare Center Dahlgren Division located at Dam Neck Naval Facility, Virginia Beach, Virginia.
  • You will serve as a technical expert for budget formulation, budget execution, Navy Enterprise Resource Planning, funds management, travel, payroll, and the internal review program.
  • You will prepare reports and briefs for senior management and internal/external customers.
  • You will be responsible for budget formulation and oversee all aspects of budget execution and funds management.
  • You will oversee Navy Enterprise Resource Planning financial functions and reporting.
  • You will be responsible for the Dam Neck Comptroller Division internal review program and perform associated inspections and internal control reviews.
  • You will oversee financial management policy and develop local financial management policies and procedures to comply with DoD, DON, and NSWCDD guidance.

  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a wide range of financial management principles to analyze financial and budgetary actions. Examples of qualifying experience include (1) knowledge of business/financial management and support functions, their interrelationships, processes and systems; (2) knowledge of Navy Working Capital Fund budget development and execution; (3) knowledge of Navy Enterprise Resource Planning (ERP); (4) knowledge of and demonstrated experience with analytical and evaluation techniques, statistical methods and tools for analyzing and measuring financial data; (5) skills in presenting the impact of financial decisions on strategic plans; (6) ability to address negative trends in operations (e.g., performance, production, or quality) to adjust goals and objectives.

Additional information

This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. The salary range shown in the announcement represents all of the positions within the band, including GS-14 equivalent (high grade) positions. This is not a high grade position; therefore, the salary may be limited to a GS-13, step 10 (currently $129,625).

This position is covered by the Department of Defense Priority Placement Program.
