The Fairfax County Health Department (FCHD) is a progressive public health leader providing services that promote population health, protect public health and the environment, and ensure residents' access to health services and information. The Public Health Nurse IV (PHN IV) for School Health supervises and manages a team of professional/paraprofessional staff, including Public Health Nurse IIs and IIIs, and School Health Aides. Must be a highly professional service-oriented leader with strong problem solving and critical thinking skills. This position works u nder the direction of the Division Director, School Health Services and p romotes and supports population health by providing management, leadership, public health, and nursing expertise. Specific duties include:

  • Uses quality improvement and performance management processes and/or techniques to improve service delivery and student health outcomes.
  • As a member of the School Health Management team, collaborates with colleagues to support and enhance school health services.
  • Works within multidisciplinary and multi-agency teams to achieve desirable outcomes for students, families, and communities.
  • Promotes individual and population health by assuring the quality and accessibility of school health services, preventing the spread of disease, promoting and encouraging healthy behaviors, and responding to disasters and assisting communities in recovery.

* A $5,000 signing bonus is available to new county merit employees h ired in the full-time Nurse Manager - School Health Services (Public Health Nurse IV) position. This bonus program requires a signed payback agreement between the department and employee.

Employment Standards

MINIMUM QUALIFICATIONS:
Graduation from a college or university accredited by the National League for Nursing or the Commission on Collegiate Nursing Education with a bachelor's degree in Nursing; plus five years of post-licensure experience as a nurse in an equivalent health care setting whose focus was primarily prevention services and community education, including three years in a public health/community health setting. Qualifying experience may include experience in ambulatory care settings such as outpatient clinics that incorporate community outreach/education as part of services or specialty settings that incorporate teaching, community outreach, resource referrals, etc. as part of a health care continuum; plus at least one year of supervisory experience.

CERTIFICATES AND LICENSES REQUIRED:
  • Possession of current license or a multi-state licensure privilege to practice as a Registered Nurse in the Commonwealth of Virginia.
  • Valid motor vehicle driver's license.
  • Cardiopulmonary Resuscitation (CPR) Certification required within 60 days of hire.
  • AED required within 60 days of hire.

NECESSARY SPECIAL REQUIREMENTS:
  • This position is considered essential personnel and will be required to report to work during times designated countywide as approved for unscheduled leave regardless of the emergency situation (i.e., weather, transportation, other disaster).
  • The appointee to this position will be required to satisfactorily complete a criminal background investigation, Child Protective Services Registry check, sanction screenings, and driving record check.

PREFERRED QUALIFICATIONS:
  • Masters' degree in public health, public administration, nursing, or a related degree with at least four years of progressive leadership experience in public health or community health supporting population health in a culturally diverse setting.
  • At least two years of post-licensure experience providing health services to school aged children in a public school setting and at least four years of demonstrated experience working in a public health or community health setting working within multidisciplinary and multi-agency teams.
  • At least two years of direct supervisory experience or demonstrated work experience monitoring and directing the work of others.
  • Demonstrates excellent verbal and written communication skills, attention to detail, and strong interpersonal abilities to communicate effectively and clearly with a diverse population.
  • Experience with care coordination of children with special needs, health promotion/health education, and data management and reporting h ighly desirable.
  • Ability to establish and maintain cooperative working relationships with internal and external partners.


PHYSICAL REQUIREMENTS:
Employee is required to walk, stand, sit, bend, kneel, reach, climb stairs and carry equipment or young children up to 25 pounds in weight. Uses hands to grasp, handle or feel. Visual acuity is required to read data on a computer monitor. Ability to operate keyboard driven equipment. Ability to drive a vehicle. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. All duties performed with or without reasonable accommodations.
