The Fairfax County Department of Public Works & Environmental Services (DPWES) is seeking a well-qualified HR professional with exceptional leadership skills for an HR manager position. DPWES is responsible for maintaining reliable infrastructure, improving public health, and providing a high quality of life for Fairfax County residents. The department is comprised of five business areas that work together to create and preserve sustainable communities within the county. DPWES is committed to the One Fairfax initiative which promotes racial and social equity in services and employment practices.

The Department of Public Works & Environmental Services (DPWES) is advertising for two Human Resources Manager roles within Solid Waste Management and Wastewater Management.

Duties/Responsibilities:
  • Provides strategic HR support and services to business area employees, managers and leadership.
  • Solid Waste Management has approximately 300 employees.
    • Location: 12000 Government Center Parkway Suite 458 Fairfax, VA 22030
  • Wastewater Management has approximately 380 employees.
    • Location: 6000 Freds Oak Road Burke, VA 22015
  • Provides support and guidance to HR generalists, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigations, and disciplinary action.
  • Supervises professional and administrative HR staff.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; review policies and practices to maintain compliance.
  • Support human resources initiatives that include DEI in the development of human resources policies, programs and services.
  • Performs other duties as assigned.

Note: This position is considered Emergency Service Personnel for purposes of continuity of operations and is required to work as scheduled during inclement weather or other emergency situations.

This recruitment will be used to fill multiple positions. Salary is determined based on experience.

  • Provides supervision over professional level personnel in human resources function;
  • Serves as a member of senior management department teams and participates in strategic planning efforts;
  • Analyzes human resources business processes and makes recommendations for improvement;
  • Interprets county policies and procedures as well as federal, state, and local laws;
  • Counsels employees and managers on employee relations issues.


Required Knowledge Skills and Abilities

  • Considerable knowledge of the principles, practices, and techniques relating to human resources;
  • Ability to make oral presentations to department management, other departments, or the public;
  • Ability to use word processing, spreadsheet, and presentation software to prepare documents and to store, manipulate, analyze, and present information;
  • Ability to lead assigned employees, including delegating and reviewing work assignments, providing coaching and guidance, monitoring and evaluating performance, and supporting training and development planning;
  • Ability to supervise and train staff.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in human resource management, public administration, or a related field; plus four years of professional-level human resources experience.

CERTIFICATES AND LICENSES REQUIRED:

Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  1. Master’s degree in HR management, business administration, public administration, or related field.
  2. SHRM-CP or PHR certification.
  3. Three or more years of experience of professional HR experience managing and providing guidance to management on complex and sensitive employee relations cases.
  4. Two or more years of experience managing the full life cycle of the recruitment and selection process.
  5. Three or more years of experience supervising professional and administrative HR staff.
  6. Two or more years managing complex Family and Medical Leave, Worker’s Compensation and/or American Disabilities Act cases.
  7. Two or more years of experience providing HR customer service to both professional and skilled trade employees in the same organization.

PHYSICAL REQUIREMENTS:
Position is generally sedentary in nature; however, being mobile is necessary. General dexterity is needed to operate a computer and general office equipment. Ability to communicate effectively, both written and orally. Ability to bend, reach, stretch and crouch to perform tasks. Ability to lift up to 25 pounds without assistance and greater than 25 pounds with or without assistance. All duties performed with or without reasonable accommodations.
