Job Announcement
The Fairfax County Department of Housing and Community Development (HCD) and the Fairfax County Redevelopment and Housing Authority (FCRHA) is searching for a resourceful, organized person with excellent communication skills to monitor the Housing Choice Voucher (HCV) program and develop a strong team within the Rental Assistance Division. Supervises a team responsible for the Initial move-in and recertification process for the Housing Choice Voucher (HCV) participants including reexaminations, interims, and transfers. Utilizes organizational skills to monitor and manage various reporting requirements for Housing Choice Voucher (HCV) program through the Public and Indian Housing Center (PIC), and Enterprise Income Verification System (EIV) to ensure timely and accurate completion of initial and continuous certifications by reviewing income and asset information, subsidy amount, affordability of unit for participant, and ensure overall file is in conformance with federal regulations and DHCD performance measures and outcome goals. Manages data collection from various systems such as Yardi and completes various annual and special reports. Communicates with internal and external customers such as coworkers, senior management, participants, property owners, third party management agencies, and various federal field offices. Additionally, monitors performance of staff through direct supervision. As a supervisor, will meet regularly with your staff to develop their skills through coaching, mentoring, and training.

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor’s degree in sociology, counseling, psychology, public or business administration or a related field; PLUS, Four years of experience in the field of human services, Choice Voucher, real estate, homeownership, relocation, or property management.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature; however, incumbent is required to frequently move about to perform office work such as accessing files, attending meetings, making presentations, operating general office equipment, and performing other essential job duties; may be required to move items up to approximately 15 pounds in weight.
Ability to read information on a computer monitor; effectively communicate; operate keyboard-driven equipment and computer.All duties may be performed with or without reasonable accommodations.

- Experience working for a Moving to Work agency.
- Strong experience in federal, state, and local housing programs.
- Certification in one or more of the following areas: Public Housing Manager, HCV Housing Occupancy Specialist.
- Experience with HUD’s EIV and PIC systems.
- Experience extracting data for reports from a PHA system of record such as Yardi.
- Demonstrated record of establishing and maintaining effective working relationships with internal and external divisions and agencies.
- Ability to communicate effectively, both orally and in writing.
- Two years of progressive responsibility in directly supervising, managing, and developing a team of professionals.
