Job Announcement

Works as part of the Building Design Branch (BDB) - Community Development, within the Building Design and Construction Division. Directly responsible for management and supervisory oversight of a team of professional architects and engineers assigned with project management responsibility for planning, design, value engineering, budgeting, scheduling, customer satisfaction and quality control for major Capital Facilities building projects. Provides feedback to employees and conducts performance evaluations. Leads pertinent hiring processes and other human resources and related administrative tasks. Responsible for management oversight of evaluation, analysis and related decision making for project design issues affecting budget, schedule, and quality. Provides leadership to assigned team of professionals and assures that assignments and expectations are clear, and design output meets organizational goals. Fosters a collaborative, team-based work approach within the branch and on project teams. Takes a leadership role in defining planning and design direction for project teams and professional consultants. Responsible for direct management of complex capital improvement projects, including co-located facilities.

Provides detailed technical review and guidance on complex engineering issues in collaboration with the project manager, branch chief, division director and consultants on an as-needed basis. Emphasizes importance of organizational goals and performance measures. Develops documents to institutionalize county design standards and expectations including Lessons Learned, Guidelines for Architects and Engineers, and sustainable design standards. Acts in the role as a project manager to evaluate sites for development; negotiate and manage architect/engineer contracts for capital projects development; and prepare and manage project cost to assure that capital building projects are executed within established budgets and schedules. Coordinates using agency requirements into the design of various county building projects for new construction and major renovations. Reviews plans and specifications for compliance with all local, state, and federal code requirements. Presents projects to boards and authorities as well as community groups. Assesses value engineering studies. Prepares special studies, project status reports and budget update reports. Performs other duties as assigned.

The successful applicant must be highly motivated and self-sufficient; possess the skills necessary to work in a fast-paced collaborative team environment on multiple projects at various stages of design or construction; and provide outstanding customer service to end users and project stakeholders. Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for “Any combination, experience, and training equivalent to”)Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus five years of progressively responsible professional experience in the appropriate engineering field.

CERTIFICATES AND LICENSES REQUIRED:
  • A valid driver's license.
  • Professional Engineer (PE) or Registered Architect (RA)
An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity. As a Professional Engineer or Registered Architect, signs and seals own work product and/or that of subordinate staff.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
At least three years of experience in the following:
  1. Supervision of a staff or consultants of senior engineers and architects on projects to meet performance goals in the areas of budget, schedule, project quality, and customer satisfaction. This includes the management oversight for a building development program, managing staff and contract resources
  2. Extensive knowledge in architectural, mechanical, electrical, plumbing, structural or civil engineering for building design and construction of various building types.
  3. Project management experience including planning, scope and budget development, site assessment and coordinating land acquisition, consultant selection, negotiations and contract management, development agreement negotiations, design and quality control, and construction administration.
  4. Experience applying local, federal, site development and state building codes.
  5. Experience with Sustainability and Green Building design/construction, including LEED.
  6. Extensive experience in managing complex and multiple building projects concurrently and developing innovative and efficient project management practices for the expedited completion of capital projects.
  7. Strategic leadership for process improvement, safety training and awareness, employee development, and quality assurance.

PHYSICAL REQUIREMENTS:
Must be able to physically navigate rough and slippery terrain found at typical construction sites to perform field inspections at project construction sites or potential sites for future facilities to make direct observation of work in progress including recognizing unforeseen hazards such as sharp objects, warning signs, slippery surfaces, steep depressions, tripping and fall hazards, sudden movement of heavy equipment. Ability to produce organized and legible handwritten, typed/computer generated documents including the use of graphics. Ability to safely climb construction ladders up to 25 feet in height and able to go up and down stairs for multi-story buildings. Ability to hear and properly respond to typical construction alarms and verbal warnings on active construction sites. Ability to lift 40 pounds with assistance.
