Job Announcement
Fairfax County is seeking a qualified candidate to serve as Election Officer Manager. This position acts under the supervision of the General Registrar and Election Manager and is responsible for the recruitment, onboarding, training, placement, and management of election officers (poll workers) for all elections in Fairfax County. Manages two full-time staff and six part-time staff to ensure all election officer tasks and related election activities are completed in an efficient and timely manner. Ensures adequate staffing at 265 voting precincts during each election from a pool of approximately 5,000 active election officers, taking into consideration legal requirements for party balance and bilingual needs. Manages the assignment of election officers to specific polling places based on their availability, training, and experience, and ensures that each polling place has a sufficient number of election officers with the appropriate skills.
Coordinates with the Election Training and Operations Coordinator to assist as needed in the development of election officer training standards, schedules, materials, and evaluations for in-person and online classes. Coordinates with the HR Manager on election officer hiring, terminations, and processing of election payroll to ensure all election officers are paid in a timely manner. Develops detailed timelines, plans, and reports for managing and documenting election officer processes. Develops and implements a comprehensive recruitment strategy to ensure adequate staffing for each election, including outreach to diverse communities and underrepresented groups. Maintains accurate and up-to-date records of election officers using database software, including their contact information, availability, and training status. Communicates with election officers to provide them with their assigned polling place, duties, and work schedule, and ensures that they are properly trained and prepared to perform their assigned tasks. Develops contingency plans for unexpected changes to polling place assignments, such as last-minute cancellations or staffing shortages. Troubleshoots problems that arise on election day, such as staffing shortages or technical issues, and provides guidance and support to election officers as needed. Monitors and tracks election officer performance and provides feedback to improve their effectiveness. Serves as the primary point of contact for election officers and manages staff responses to their questions, concerns, and feedback. Travels as needed to training sites, voting equipment warehouse, or polling places. Maintains knowledge of and ensures compliance with federal, state, and county election management and administration laws, regulations, and policies. Participates in other activities as required for the administration of elections and voter registration in Fairfax County.

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area.
BRIDGE CLASS EMPLOYMENT STANDARDS:
Four years of increasingly complex technical experience in the assigned functional area, comparable to experience at the Admin Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical experience in the assigned functional area, comparable to experience at the Admin Assistant IV, or higher, level. The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce. However persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.
Must be a registered voter in the state of Virginia, or ability to become one within 30 days of appointment.

Position is primarily a desk position but does include time at community events. Visual acuity to read and manipulate data on computer monitor, ability to communicate in person, by phone, email, and text message. - One year of supervisory experience.
- Past service as an election officer (poll worker) at a polling place on election day.
- Excellent organizational and coordination skills.
- Excellent technical skills and demonstrated ability to learn and use new software.
- Excellent Microsoft Office skills (Word, Excel) to develop reports and spreadsheets.
- Experience using Airtable or other database software to maintain individual records.
- Ability to work extensive overtime during the period up to 6 weeks before each election.
