Job Announcement

Since 1977, the Fairfax County Department of Transportation (FCDOT) has served the Fairfax County community by enhancing mobility, safety, and the quality of life of residents, businesses, and visitors through planning, coordinating, funding, implementing, and sustaining a multimodal transportation system. FCDOT is seeking a motivated, highly qualified, and public service-oriented person to join the Capital Projects and Traffic Engineering Division. Serving as Active Transportation Planner, this position is primarily responsible for supporting the development, design, review and management of a diverse range of active transportation projects, plans, feasibility studies and programs, and addressing the needs of pedestrians, bicyclists, bikeshare users, scooter riders, transit riders, and people with disabilities. This position will also foster collaborative working relationships with local and regional stakeholders to advance bicycle and pedestrian transportation planning and implementation of projects in Fairfax County.

Responsibilities include:

  • Developing scoping documents and reviewing designs for multimodal transportation projects including signalized and unsignalized intersection improvements, crosswalk improvements, shared-use paths, sidewalks, cycletracks/separated bike lanes, and signage/striping improvements
  • Preparing technical reports, conceptual design sketches, maps, tables/databases, correspondence, board items, meeting summaries, presentation materials, policy reviews/recommendations, and other materials for decision-making and presentation purposes
  • Supporting community outreach, including development of educational and encouragement materials and activities regarding active transportation
  • Attending community meetings and off-site meetings to present and discuss projects and promote active transportation
  • Providing staff support for the Trails, Sidewalks and Bikeways Committee
  • Conducting field visits to evaluate existing transportation conditions
  • Reviewing, summarizing, and investigating pedestrian and bicycle research, data, new technologies, and legal/legislative matters
  • Responding to citizen requests and concerns related to active transportation
  • Developing and reviewing Requests for Proposals (RFPs), scopes of work, project deliverables, budgets, and schedules, and administers consultant contracts for planning studies, feasibility studies and conceptual project designs
  • Researching funding opportunities for bicycle and pedestrian transportation projects and programs through local, state, and federal grants and participating in the development of grant proposals
  • Performing other duties as assigned

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus two years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.

UNDERFILL REQUIREMENTS:
This position may be underfilled as a Transportation Planner I (Grade S-22; $56,957.47 - $94,929.54 Annually).

Underfill candidates must be able to meet the minimum qualifications of the Transportation Planner II within two years of the job announcement's closing date by 04/14/2025.

Applicants hired at the Transportation Planner I level will be non-competitively promoted to the Transportation II level upon successful completion of an underfill agreement.

CERTIFICATES AND LICENSES REQUIRED:
A valid motor vehicle driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a driving record check to the satisfaction of the employer.

This position will be required to attend project-related meetings and workshops, both in-person and virtual, including occasional evenings and weekends.

PREFERRED QUALIFICATIONS:
  • Bachelor’s degree and three years of experience in civil engineering, or urban, regional or transportation planning related to active transportation capital projects
  • Knowledge of the Americans with Disabilities Act (ADA) and active transportation facility design requirements
  • Strong organizational, time management, and project management skills, including ability to coordinate multiple projects, prioritize, and meet established deadlines
  • Strong written communication skills, including ability to prepare presentations, technical memoranda, non-technical memoranda, letters, and other correspondence
  • Strong oral communication skills, as well as experience presenting to and providing subject matter expertise for and engaging with elected officials, staff, and the community
  • Strong interpersonal skills and demonstrated ability to establish and maintain positive working relationships

PHYSICAL REQUIREMENTS:
Ability to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift and handle materials with manual dexterity. Ability to lift up to 25 pounds. Ability to input, access, and retrieve information from a computer. Visual acuity to review detailed drawings, plans and documents. Ability to operate keyboard driven equipment. Ability to operate a motor vehicle. Ability to ride a bicycle. All duties performed with or without reasonable accommodations.
