Qualifications
Candidates must have demonstrated experience with:Modernizing records management functions by managing the transition of paper records to electronic records. Providing clear guidance on records and information lifecycle requirements. Facilitating annual records inventories and inspections of records and recordkeeping systems regardless of format.
Prefer candidates who also have experience with:Applying federal laws, regulations, policies, and guidance regarding access to records and information under the Freedom of Information Act and Privacy Act (FOIA/PA). Participating in all aspects of an agency's FOIA/PA program. Preparing supportive documents for FOIA/PA responses as well as complex memos and letters explaining the rationale for the decision to withhold or release. Searching, collecting, and preserving records using tools, systems, and technologies in response to complex FOIA and eDiscovery requests.

Detail Opportunity:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

- In coordination with the PCLOB's Office of General Counsel and Chief Security Officer, develop systems to improve and facilitate implementation of the agency's records management schedule, to include both classified and unclassified records.
- Ensure appropriate creation, review and implementation of electronic recordkeeping management requirements, including file plans, retention schedules, federal register notices, reports, analyses, and assessments, including overseeing and coordinating timely destruction and transfer of record as appropriate.
- Plan, implement, and manage record systems, including the NARA Archives and Records Centers Information System (ARCIS), Electronic Records Archives (ERA), and in-house digitization and electronic recordkeeping process and procedures.
- Identify and implement procedures and methodologies that improve the effectiveness and efficiency in the lifecycle management of records, documents, and data.
- Provide training to records liaisons on records management requirements and update training material, presentations, and system guides as needed.
- Provide initial review for FOIA requests received by the PCLOB, and draft initial agency responses.
- Search, collect, and preserve records in response to complex FOIA and eDiscovery requests that include sensitive information and classified materials.
- Implement records and information laws and policies, including Freedom of Information Act (FOIA) and the Privacy Act (PA), and Office of Management and Budget (OMB) and National Archives and Records Administration (NARA) regulations and policies.

Detail Opportunity:
- Minimum one year detail, possibility to extend up to an additional two years.
- The duty station for this position is at the PCLOB's offices in Washington, D.C. The Detailee will be required to work in the agency's secure offices as necessary to complete classified assignments, but telework may also be made available per agency policy and approval.
- Detailee opportunity is open to Current Federal Employees who are employed at the GS-12 or above.
