Duties

The Principal Director position is located within the DHS Office of Strategy, Policy, and Plans (PLCY), Counter Terrorism, Threat Prevention, & Law Enforcement (CTTPLE), Counter Transnational Organized Crime team (CTOC). PLCY provides policy development and coordination, strategy, planning and analysis to the DHS Secretary and other Departmental leaders to facilitate decision-making and other critical matters that may arise in a dynamic homeland security environment. PLCY is responsible for strengthening our Nation's homeland security by developing DHS-wide policies, programs, and planning to promote and ensure quality, consistency, and integration across all homeland security missions.

The CTOC Principal Director (PD) reports directly to the CTOC Deputy Assistant Secretary (DAS). The PD supports the DAS in coordinating and prioritizing Department-wide policy, programs, and resources to address dynamic and increasing national security challenges. The PD supports the DAS in advancing counter transnational organized crime programs and priorities and aligns them with DHS and broader federal government strategies. The PD is responsible for coordination with interagency stakeholders, State, Local, Territorial, Tribal, and foreign partners to resolve TOC program issues concerning policy, operational, legal, legislative, budgetary, privacy, public and international affairs. Within DHS, consistent and routine communications with law enforcement Components and those offices with TOC equities.
The PD is responsible for overseeing the development, evaluation, integration and advocacy of DHS policies in all mission areas related to transnational organized crime assigned to DHS by law or executive order, including, but not limited to, illegal movement of weapons, drugs, human smuggling, human trafficking, wildlife trafficking, and child sexual exploitation and abuse. The PD will evaluate existing policies and assess new recommendations while taking into account the nationwide impact of the policies and all related and resulting programs. The PD will support the DAS in developing proposals on matters within the scope of CTOC responsibilities and may represent the DAS at high-level meetings, conferences, and symposia, ascertaining issues and concerns of stakeholders and building support for polcy proposals on transnational organized crime issues.
The PD is responsible for planning and defining duties and responsibilities of subordinate work groups. Working with the DAS to set priorities, prepare work schedules, make assignments and review work completed. The PD may be asked to perform other duties as assigned.

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.


Qualifications

Qualifications required:
  • Experience in developing and coordinating US Government policies and programs, preferably related to addressing transnational organized crime and/or homeland security
  • Experience providing executive-level judgment in developing, articulating, and advocating policies and strategies in at least two of the following areas: (1) transnational organized crime, (2) counternarcotics, (3) human trafficking, (4) weapons trafficking, (5) human smuggling, (6) wildlife trafficking, (7) child sexual exploitation and abuse, (8) illicit finance.
  • Demonstrated leadership managing homeland security strategy, policy, or planning across the Federal government, the White House, international partners, and Congress and other oversight organizations.
  • Supervisory experience is preferred.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
