Duties

As a Contract Specialist, you will:
  • Serve as a senior Contract Specialist with substantial Contracting Officer (CO) authority.
  • Ensure the RFC contains all applicable clearances, a certification of funds and is otherwise complete and compliant with applicable regulations, policies, and law.
  • Perform all contract administration functions ensuring contractor compliance with contract provisions.
  • Coordinate the establishment of the technical evaluation panel to review and score the technical proposals.
  • Establish negotiation strategies and leads negotiations to obtain the most favorable terms and conditions for the government.
  • Conduct pre-proposal conferences with prospective bidders to arrive at a clear understanding of the acquisition requirements and to communicate what is required under the proposed contract.
  • Work with program to establish acquisition plans which include the identification of applicable clearances and the establishment of milestones for each acquisition.

Due to the Centers for Disease Control and Prevention's (CDC's) process enhancement to use Shared Certificates throughout the Agency, some of the requirements below may differ:
  • US Citizenship required.

  • This position is subject to the OGE Financial Disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). CDC inspires public confidence in its trust responsibilities and mission by maintaining high ethical principles. If selected, you may be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest and your prospective position with the agency. If identified, this will be an annual requirement.
  • In accordance with Executive Order 12564 of September 14, 1986, The Department of Health and Human Services (HHS) is A Drug-Free Federal Workplace. This position may require a Drug Test and be subject to Random Drug Testing. The position may require the submission of a urinalysis to screen for illegal drug use prior to appointment and be subject to reasonable suspicion and post-accident drug testing upon hiring. If required to submit to urinalysis, the appointment to the position will be contingent upon a negative test result.


Qualifications

Basic Qualifications Requirements:

A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

AND

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

OR

D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

For DoD applicants seeking to meet the certification requirements for Federal Acquisition Certification - Contracting (FAC-C) Level III through an equivalency determination, please provide one of the following required verification documents:
  • Defense Acquisition Workforce Improvement Act (DAWIA) Contracting Level III Certification, or
  • Acquisition Career Record Brief (ACRB) showing proof of a DAWIA Level III certificate, or
  • Department of Defense Contracting Professional/Foundational Certification along with your DAU transcript.

  • Applicants must have at least one year of specialized experience at or equivalent to the GS-12 in the Federal service as defined in the next paragraph.

    Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include providing contracting services for the acquisition of services and supplies related to information technology, negotiating contract prices, developing terms and conditions, developing cost/price analysis, providing acquisition guidance to others, and performing pre-award or post-award procurement functions involving complex contracts.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
