Duties

As a basic requirement for entry into the SES, each applicant must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of executive-level management capabilities that are directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Technical Qualifications listed below. The ideal candidate will have experience managing employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirements in addition to all executive and technical qualification factors will automatically disqualify an applicant.

Specific Duties

This position will serve as the Assistant Director for Energy, Minerals and Realty Management within the Office of the Assistant Secretary - Land and Minerals Management in the Bureau of Land Management (BLM) and will report to the Deputy Director, Operations. BLM is responsible for managing 245 million acres of public land, more than any other Federal agency. Known as the National System of Public Lands, this land is primarily located in 12 Western States, including Alaska. The BLM, with a budget of about $1 billion, also administers 700 million acres of sub-surface estate throughout the nation. The BLM's multiple-use mission is to sustain the health, diversity, and productivity of the public lands for the use and enjoyment of present and future generations.

The incumbent carries out the following specific responsibilities :
  • Serves as the executive leader directing BLM's Energy, Minerals and Realty Management programs and is responsible for establishing and coordinating policy and guidance regarding those matters.
  • Provides national leadership and develops national partnerships with organizations interested in energy, minerals, and realty management in addition to developing, implementing, and monitoring of legislation, regulation, policy, and technical guidance for: Oil and Gas; Solid Minerals; and Lands and Realty Management, which includes Lands and Cadastral Survey, Rights-of-Way, and Renewable Energy.
  • Exercises leadership and authority for the Bureau's responsibilities to provide policy and guidance for the appropriate use, protection, reclamation, and restoration of resources and values associated with these resources on public lands administered by the BLM, and on private, tribal, or other lands with reserved interest or trust responsibilities administered by the BLM for the Federal Government.
  • Establishes and develops policy and guidance for the fluid minerals programs, solid minerals programs, including mineral law administration, energy, the lands, realty management programs, and the cadastral survey program as well as reviews and approves policies, programs, and regulations proposed for the management of energy, minerals, and realty management programs.
  • Ensures policies and guidance concerning the use and protection of BLM-administered resources are linked responsively to the health and productivity of these resources.
  • Supervises the professional and support staff by providing staff with leadership and direction on matters within their assigned areas of responsibilities.
  • Represents the BLM in policy and direction matters in contacts with the Secretary and other Department officials; representatives of the Office of Management and Budget, and other Federal agencies; members of Congress and their staffs; and state, local, and tribal government officials; and on occasion, with representatives of foreign governments.

    Mandatory Technical Qualifications (MTQs)- *Required Documentation
    *MTQs are designed to assess an applicants experience relevant to the specific position requirements. Each MTQ narrative response must 1.) not exceed two pages per narrative statement; 2.) include specific examples of your experience, education, and/or accomplishments; and 3.) address specific challenges, contexts, actions, and results.

    1. Demonstrated experience with and knowledge of and ability to implement the laws, regulations, executive orders, secretarial orders etc., governing public land/natural and cultural resource management.

    2. Demonstrated experience with and ability to present, discuss, and defend major program objectives before: Congress; national and international organizations; scientific and professional organizations; Federal, State, Tribal, and local governments; interagency groups; private industry; special interest groups; and public meetings which often involve dealing with highly controversial and sensitive issues.

    3. Demonstrated experience with and knowledge of public land/natural and cultural, renewable and conventional energy and minerals program development, policy formulation, program and budget accomplishment, as well as how top-level government procedures and decision making are handled.
