Workforce Availability Supervisor Marketing Statement:

The Office of Workforce Availability seeks a dynamic team leader who will be responsible for the day to day oversight and administration of our Employee Availability programs and initiatives. The scope of that work includes responsibility for our Transitional Duty Program, the effective operation of our centralized absence intake unit and the implementation and administration of reward and recognition programs aimed at increasing employee availability and achieving desired levels of performance in areas such as attendance, safety and customer service. The ideal candidate is a critical thinker with experience in Absence Management, which includes a basic understanding of Workers' Compensation laws, the ability to collect, analyze and present data metrics, and should have prior experience in leading organizational changes and/or process improvements within a heavily unionized service delivery environment.

MINIMUM QUALIFICATIONS

Education
  • Associate's Degree in Business Administration, Human Resources or related field
    • In lieu of an Associate's Degree, a high school diploma/GED and two (2) years of experience in leave, absence or disability administration, in addition to the experience stated below, will be considered

Experience
  • A minimum of five (5) years of experience in leave, absence or disability management program administration or a similar field

Certification/Licensure
  • Valid driver's license

Preferred
  • Bachelor's degree in Business Administration, Human Resources or related field

Mission Essential Designation

In accordance with the Washington Metropolitan Area Transit Authority's Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

SUMMARY

The Workforce Availability Supervisor oversees all Return-to-Work programs within Operations related to absenteeism management, transitional duty, inactive employee management, safety certification physicals, employees removed from service and fitness for duty. This this is accomplished through the incumbent's understanding, oversight and enforcement of all WMATA, Federal and Union policies, procedures and programs which were developed to ensure that employees are fit for duty; regularly report for scheduled work; and in possession of the proper safety and physical clearances, job required credentials, and current with required training, necessary to complete their essential job functions safely. The incumbent draws on a thorough understanding of Workers Compensation, FMLA, long- and short-term disability and their application within WMATA, to accomplish this work. The Workforce Availability Supervisor contributes as a member of a team, while also functioning as the team leader, providing a layer of quality control over the work performed, to ensure that all actions taken are consistent with established work instructions, collective bargaining agreements and adopted best practices.

ESSENTIAL FUNCTIONS
  • Supervises and oversees the work of multiple teams responsible for Transitional Duty, Positive Return to Work Checks, Absenteeism Policy Enforcement, Long Term Absence Management, Centralized Absence Intake Services and Fitness for Duty Compliance, ensuring that all WAVS programs are fairly and consistently administered for 11,000+ Operations employees.
  • Provides guidance to assigned work units, across 70+ Operations offices, on complex issues as they arise and helps to resolve conflicts that may exist between process stakeholders to eliminate roadblocks and ensure that appropriate resolutions are achieved.
  • Assigns and determines appropriate caseloads for teams and reviews outputs, to ensure that the cases are being appropriately worked, within the appropriate timeframes and within the confines of the approved Standard Operating Procedures (SOP's) and work instructions.
  • Assists in conducting onboarding of new team members, as well as oversees the content and delivery of WAVS training to our business partners to ensure familiarity with WAVS programs, processes and the roles and responsibilities of all parties involved.
  • Ensures that employees who are returning to work are doing so after obtaining the appropriate clearances based upon their length of absence, absence reason, and only after a positive check of the employees required training and certification records has been conducted, to ensure compliance and the escalating of non-compliance issues to the appropriate internal stakeholder.
  • Obtains and analyzes department and division specific leave and attendance data to determine performance trends and ensure compliance and the escalating of non-compliance issues to the appropriate internal stakeholders.
  • Assists in managing projects, contracts and initiatives as they are developed and implemented, which are aimed at increasing employee availability and ensuring employee fitness for duty.
