The Washington Metropolitan Area Transit Authority, a large, diverse public transportation agency that provides over 400,000 daily passenger trips in three governmental jurisdictions (District of Columbia, Maryland and Virginia), is seeking an experienced leader with 10+ years of transit operations in a large multi-modal transit agency and labor negotiations experience to serve as Vice President, Bus Transportation (VP, BTRA). The VP, BTRA is a key member of the Authority’s senior management team and partners with all Authority Offices to achieve organizational objectives. The successful candidate will serve as a strategic leader with responsibility for effectively managing complex Bus service delivery and staff coordination issues, ensuring operating efficiency within three large offices: Bus Divisions, Bus Training, and the Bus Operations Control Center (BOCC), which includes Street Supervision and Video Recovery.

Reporting to the Senior Vice President of Bus Services (SVP, BUSV), this individual will be responsible for effectively leading and guiding the bus operations team to ensure the delivery of safe and reliable bus service. Functioning within a fast-paced 24/7 operation and demanding environment, the incumbent will be accountable for: maintaining a strong safety culture; overseeing the performance of the Bus Divisions, Bus Operator Training and BOCC; ensuring adequate staffing levels; and developing and implementing operating policies and procedures as necessary to meet the goals of the department and the Authority.

Key Duties and Responsibilities include, but are not limited to:

  • Assists with collective bargaining, grievance resolution, and preparation for arbitrations to ensure labor issues are timely addressed and resolved.

  • Attends and participates in high-level meetings, hearings and planning sessions, both internal to the Authority and with external stakeholders. Makes presentations to governing representatives and community groups related to the Office of Bus Transportation.

  • Provides leadership and works with managerial staff to develop and retain highly competent staff through selection, compensation, training and management practices which support the WMATA’s mission and values.

  • Partners with all internal departments, external and jurisdictional partners to meet departmental objectives and further special projects and events.

  • Supports budget preparation and execution for BTRA Operations.

  • Assists with the resolution of highly visible customer complaints and service quality issues

    Graduation from an accredited college or university with a Bachelor's Degree in Public and/or Business discipline with a minimum of 10 years of increasingly responsible large multi-modal public transit

operations transportation experience in a large transit organization, with the demonstrated ability to strategically plan and implement transportation operations business development programs.

Or, a combination of high school education and 14 or more years of increasingly responsible professional executive transportation experience in a large transit organization, with the demonstrated ability to strategically plan and implement transportation operations business development programs.
